Summary

Under the direction of the Chief Health Informatics Officer (CHIO), and in concert with other leadership at the Central Virginia VA Healthcare System (CVHCS), VISN 6 Informatics, and Veterans Affairs (VA) Informatics and related program offices, the Associate Chief Health Informatics Officer for Data Analytics (ACHIO-DA) is responsible for executive-level management of data analytics programs, applications, and operational infrastructure to support the CVHCS Data Analytics section.

Duties include but are not limited to:

Administrative

  • Provide executive oversight, management, assessment, and analysis of facility data analytics program functions and services. Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
  • Requests and implements personnel and other resources as required to meet objectives.
  • Plans and executes long-term strategic goals and monitors progress to ensure milestones are met.
  • Develops and implements policies, procedures, and organizational tools to ensure program success.
  • Works directly with facility, VISN, and VA program office leadership, local clinical and informatics staff, including physicians, pharmacists, mid-levels, and nurses from various services to develop, initiate, and execute projects that aim to improve clinical quality, efficiency, reduce costs, and improve staff satisfaction of the VA healthcare system.
  • Develop and maintain a network of subject matter experts throughout the VISN, VISN facilities, VHA program offices, and Central Office.
  • Exercise initiative and collaborate and work effectively with a diverse population of individuals.
Supervisory
  • Plans, organizes, directs, and supervises the work of the Data Analytics section.
  • Assigns work to subordinates with instructions on objectives desired, anticipated problems that may be encountered, deadlines, and any constraints which may be imposed.
  • Reviews completed work for conformance to policy and procedures, soundness of judgment and feasibility of recommendations.
  • Develops and establishes new or revised work methods and procedures and works with subordinates to ensure proper implementation.
  • Performs the full range of supervisory duties such as initiating and recommending personnel actions, providing orientation, determining training needs and encouraging participation in training programs.
  • Serves as needed in the technical work of the organization, managing aspects of projects, training new employees, providing back-up to the staff.
Technical
  • implements and uses modern technology platforms, such as Microsoft Azure, Amazon AWS, or VA Enterprise Cloud to build and maintain a modern, scalable, reliable, fast, easy-to-use reporting and analytics platform with capabilities that informatics staff can use to build reports and self-service data retrieval tools that ultimately support innovation, quality, research, operations, and other informatics work.
  • Evaluates and makes recommendations for effective organizational changes, including those related to the collection, standardization, analysis of information, expandability, maintenance, and ease of use of tools and processes.
  • Implement and maintain processes for dissemination and sharing of tools, reports, resources, and documentation through the use and management of web-based platforms such as SharePoint.
  • Ensures processes exist to grow, monitor, and maintains repositories of reports and tools for CVHCS, VISN, and VA program offices as needed to fulfill program goals.
  • Develops and implement processes to ensure reports, services, and tools have accompanying documentation to include relevant requirements and technical details for support and troubleshooting purposes as well as to facilitate collaboration, maintenance tasks, and transparency.
  • Coordinates informatics efforts and act as a liaison between the Data Warehouse and end users.
  • Analyzes and visualizes data using statistical and programming software such as Python, KNIME analytics, and Microsoft PowerBI. Information will be used to assess quality, utilization, and effectiveness of a multitude of facility operations and outcomes.
  • Participate in informatics section staff educational sessions when offered and are expected to frequently collaborate and perform problem-solving tasks with their peers.


Work Schedule: 8:00 am - 4:30 pm, Monday thru Friday (compressed/Flexible; depending on location)

Qualifications

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree programs; today the sole degree is Doctor of Pharmacy)Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEF iBT).
  • Licensure. Hold a full, current, and unrestricted license to practice pharmacy in a State, Territory, or Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
  • English Language Proficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 7407(d).
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: GS-14

Experience. In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level.

Assignments. Associate Service Chief for Data Analytics. Responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential.

Candidate must also demonstrate the following KSA's:

1. Skill in persuading others and gaining cooperation to accomplish goals.
2. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues.
3. Skill in utilizing regulatory and quality standards to develop and implement operational programs.
4. Skill in managing multiple and diverse people or programs.
5. Skill in utilizing available resources to support the mission and goals of the organization.
6. Ability to plan, organize and direct the functions of the pharmacy staff.

Preferred Experience: Candidate who possesses expert knowledge of VA policies and regulations pertinent to clinical informatics and data analytics and be active with external VA groups concerned with maintenance and improvement of VA clinical information systems, maintain the ability to communicate orally and in writing to persuade and influence clinical and management decisions, the ability to solve problems, coordinate and organize responsibilities to maximize outcomes in clinical informatics, and possess advanced skills in monitoring and assessing the outcome of clinical informatics interventions

Candidate who possesses or has the ability to obtain board or professional certification in an informatics specialty (clinical informatics, etc.). Preferred Certifications include:

i. Completion of American Medical Informatics Association (AMIA) 10x10 course
ii. American Board of Preventative Medicine (ABPM) Certification
iii. Completion of independent graduate degree program in Clinical Informatics (CI), Health Sciences Informatics, or equivalent program.
iv. Completion of CI training program through the Office of National Coordinator (ONC) for Health Information Technology Community College Consortia
v. Completion of an Informatics Fellowship
