Duties

Help

The Director, AL performs the following major functions:

  • Provides overall leadership, guidance, and management to the Acquisition, Contracts, and Logistics staff focusing on DTRA mission requirements. Responsible for effective communications up, down and across the organization.
  • Ensures effective execution of Equal Employment Opportunity policies, goals, and objectives holding supervisors and managers within the Agency accountable for evaluating and taking actions that are consistent with overall EEO/diversity goals. Ensures subordinate workforce maintain an equal and consistent approach in determining applicant/employee qualifications, selections, assignments, training, promotions, details, discipline, and awards.
  • Advises the Director, DTRA on all technical and programmatic areas related to logistics, facilities, engineering, acquisition management, small business, and contracting. Supports, promotes, and advocates for all programs and resources within DTRA, the Department of Defense (DoD), and to other Federal organizations, Congress, and industry.
  • Serves as Component Acquisition Executive. Advises the Director on all matters pertaining to acquisition management. Develops and guides the execution of DTRA acquisition strategies for the entire acquisition portfolio valued at over $1 billion annually. Acts on behalf of the Director, DTRA in all acquisition and contract policy matters including small businesses and small disadvantaged businesses, debarment and suspension of contractors, equal employment opportunity, conflicts of interest, and other special aspects of procurement. Enters into, makes decisions, and takes other actions consistent with appropriate policies, regulations, and procedures with respect to procurements, contracts, leases and other transactions, except those required by law or other DoD regulations to be made by other authorities. Formulates and advises on long-term acquisition objectives and priorities, and in controlling acquisition operations across the entire spectrum of countering WMD activities.
  • Evaluates and monitors the performance of the acquisition system in accordance with established criteria and certifies compliance to the Director, DTRA. Exercises all authorities under the Defense Acquisition Workforce Improvement Act and serves as the Milestone Decision Authority for DTRA programs.
  • Serves as the Senior Procurement Executive, providing advice on long-term acquisition objectives and priorities, and controls acquisition operations across the entire spectrum of countering WMD activities.
  • Responsible for management direction of the acquisition system of DTRA and oversight of the acquisition workforce. Oversees the maintenance of DTRA procurement systems and recommends changes, as appropriate; and establishes programs/guidance to enhance career development of the acquisition workforce. Procurement actions range from sole source to competitive multi-million dollar programs. Provides professional acquisition management action and advice to senior personnel throughout the DoD on an annual workload of over 1,500 contracts and other procurement actions totaling over $1 billion per year.
  • Responsible and accountable for assigned programs to include development, documentation, and operation of both internal and external processes and administrative controls. Controls assure that acquisition integrity is considered at each step in the procurement process and obligation and costs are properly authorized and recorded. Internal records assure revenue and expenditures are properly recorded and accounted for, permitting preparation of sound and reliable financial audits and inventory reports.
  • Responsible for aligning, controlling, and directing resources to meet unpredictable or changing situations. The scope and responsibility of this position and degree of managerial ability required in this position is further magnified because of the world-wide and international scope of DTRA programs.
  • Exercises management and provides oversight of operations of DTRA facilities in the National Capital Region and at locations worldwide. Provides advice on matters pertaining to mission and infrastructure resources for facilities engineering and management. Oversees the management of logistics programs to meet DTRA's mission and to maintain its infrastructure in an operational state.
  • Responsible for the Agencies world-wide logistics support to include transportation services (personnel, equipment, sources, and mail), government property accountability, supplies, and contingency planning operations
  • Responsible for maximizing opportunities for small business to compete for DTRA prime and subcontracts.

  • Probationary Period: You will serve a one-year Senior Executive Service (SES) probationary period unless you previously completed the probationary period in the SES.
  • Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position.
  • Senior Executives are required to complete a "Declaration of Federal Employment," (OF 306), prior to being appointed to determine your suitability for Federal employment and to authorize a background check.

EXECUTIVE CORE QUALIFICATIONS (ECQs):

TECHNICAL QUALIFICATIONS (TQ): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to 2 pages per technical qualification.

1. Demonstrated ability to effectively lead, manage and direct a comparably large-sized organization of professional and technical experts in the successful accomplishment of diverse business and logistics functions. Must have experience in organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with a wide variety of Federal and private organizations.
2. Expert in acquisition management. Must have extensive knowledge in the planning, negotiation, execution and administration of contracts for a variety of complex technical requirements, ranging from research and development, combat support services, professional services, and information operations services and equipment.
3. Extensive experience in program formulation, defense and execution sufficient to develop and oversee a multi-disciplined budget and provide innovative resourcing options for Agency procurement vehicles or programs.

SPECIAL NOTE: Current and former career SES employees or graduates of a SES Candidate Development Program who have been certified by OPM are NOT required to address the ECQs; however, you must address the MTQs for consideration for this position. The Executive of this position is subject to the Standards of Ethical Conduct for Employees of the Executive Branch, as well as the criminal conflict of interest statutes in addition to 5 CFR 2638.103, Government Ethics Responsibilities of Supervisors.

The Executive will work under the broad policy guidance of the Executive Director, DTRA and within the provisions of DTRA policies, procedures, and instructions. The Executive is expected to exercise initiative, resourcefulness, and experienced judgment when making
decisions regarding successful accomplishment of the mission and is fully responsible for the effective execution of assigned programs and providing significant contributions to DTRA strategic goals and priorities.

This is a Critical Acquisition Workforce Position in the Program Management functional area. The Executive will be required to become certified in the Advanced tier within 4 years. The Executive is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

The incumbent leads, manages, and oversees the day-to-day activities of a staff of approximately 170 civilian and military personnel with expertise in a variety of business disciplines, and oversees an annual budget of $45 million.
