Duties

Help
  • Develop long-range education and interpretation objectives for the natural resource and cultural resource interpretive management programs.
  • Determine staffing needs for the work unit.
  • Develop budget proposals and annual plan of work.
  • Provide support and leadership for partnerships such as special events or community groups.
  • Establish working relationships with federal, state, Tribal, and local agencies.
  • Represent the work unit in maximizing financial support from external sources.
  • Plan and arrange meetings with partners, relevant foundations, and interested groups.
  • Coordinate with interpretive associations and foundations to plan and select publications for distribution and sale.
  • Make presentations to professional, civic, school, and/or special interest groups to promote the mission of the unit.
  • Plan and coordinate recreation and interpretive program activities.
  • Prepare and administer environmental education and the interpretation of historic, scientific, and cultural aspects of the unit.
  • Plan and direct visitor operations for the visitor center.
  • Lead collaboration to maintain and enhance the unit’s role as an economic and educational asset.
  • Performs supervisory duties up to 20% of the time.

Qualifications


In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:

For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as one or more of the following:

  • Developed and managed interpretive programming for interpretive sites or developed recreation sites;
  • Independently prepared and presented interpretive programs for organizations, schools, or other groups;
  • Participated in strategic planning for the unit's interpretive and visitor service programs; OR
  • Developed and updated interpretive center plans, themes, messages, and materials.
OR

Three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (coursework directly related to position being filled), or LL.M., if related.

OR

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Additional information

The salary amount will be adjusted to include a Cost of Living Allowance (COLA). A gradually reducing COLA will continue to be paid after December 31, 2012. COLA will not be eliminated until 65% of the locality pay equals the frozen COLA rate. See the OPM website at: http://www.opm.gov/oca/cola/index.asp for additional information.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

You will be evaluated in accordance with the category rating procedure as defined in the USDA Demonstration Project Plan. Applicants who meet the basic minimum qualification requirements established for the position will be placed in the Eligible category. You will be further evaluated against criteria for placement in the Quality category. This evaluation is based on the level of your experience, education, and/or training as determined by your responses to the Assessment Questionnaire. Individuals with veterans' preference are listed ahead of applicants who do not have veterans' preference within each category.
