Duties

Help
  • Preparing, or overseeing the preparation of, the bureau's annual financial statements required by the CFO Act; ensuring that the financial statements meet prescribed standards (e.g., form, content, etc.).
  • Providing staff direction and guidance in the design, development, and implementation of automated systems required to comply with new accounting standards and the accompanying reporting requirements.
  • Participating in decision-making sessions with top bureau management officials.
  • Advising program managers on regulatory requirements, accounting and financial policies, the interpretation of data, and the importance of accounting data to program operations and improvements.
  • Planning, developing, and coordinating accounting and financial management improvements necessary to comply with 0MB directives and legislation.
  • Ensuring security roles assigned to employees in FBMS permit the required work to be performed.
  • Preparing organization comments on proposals; preparing policies, procedures, and guidelines on accounting functions for use by program staff and technical personnel

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: experience preparing, analyzing, and interpreting financial statements (Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and Statement of Budgetary Resources); work assisting in the development of policies and procedures for financial reporting compliance; work in financial reporting to perform monthly/year-end closing activities; work participating on audits, reviews, or management requested studies of financial statements or operations..

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

This position has a positive education requirement which requires that you have a degree in:

A. Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 semester hours may include up to 6 hours of credit in business law and that it would serve as a prerequisite for more advanced study (graduate level or professional education)

-OR-

B. Combination of experience and education that included at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided accounting knowledge. Your background MUST include ONE of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
