Duties

Help
  • Supervises, directs, integrates, and coordinates staff actions of a large and complex USAR Readiness Division (RD) responsible for facilitating the optimization of combat readiness of Army Reserve units throughout a seven-state geographical region.
  • The above bullet pertains to, but not limited to, providing personnel, information management, facilities, installation, and equipment maintenance and storage support. Also, assists in exercising mission command of subordinate assigned units.
  • Provides program direction and support to both full-time and troop program unit staff Heads and Chiefs involved in the planning and execution of missions and functions.
  • Formulates, implements, and monitors budgets, goals, policies, and objectives for the RD.
  • Reviews and supervises the implementation of an internal control system to produce a sound system of accountability and management controls. Formulates and presents recommendations to the Commander for new org structures and management methods.
  • Leads the development of strategic and operational plans, policies, programs and procedures impacting a wide range of key Army Reserve activities including budget, logistics, facilities, human, and training resources.
  • Manages and effects implementation guidance and adapt unique guidance for RD-wide situations.
  • Represents the Commander in meetings and exercise exceptional leadership skills to achieve the goals of the RD mission.
  • Presents and discusses a wide range of complex subjects directly and substantially impacting the integration and provision of essential support operations within the RD.
  • Participates in planning, financial, and operational committees and boards.
  • Formulates, implements, and monitors budgets, goals, policies, and objectives for the RD.
  • Exercises sound position management practices through application of organizational design principles.
  • Consults with the Human Resources Officer to assure all personnel management responsibilities are satisfied.
  • Maintains situational awareness of available resources, recommend distribution of allocations, and identify problems to the Commanding General with options to correct or mitigate the situation.
  • Directs, manages and supervises the Primary Staff Directors, Chiefs of Special Staff.
  • Evaluates subordinate supervisors and serves as the reviewing official on evaluations of nonsupervisory employees rated by subordinate supervisors.
  • Hears and resolves group grievances or serious employee complaints.
  • Reviews and approves serious disciplinary actions and effects corrective and/or disciplinary measures.
  • Identifies and assures workforce training needs are met.
  • Participates in the selection of key civilian staff members.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes the following:
  • supervising and managing senior officers, senior non-commissioned officers, and senior civilian government employees;
  • managing and directing operations for a large, complex, and geographically dispersed Army organization covering a large geographic region that provides personnel, information management, facilities, installation, and equipment maintenance and storage support throughout a large, complex, geographical region to Army units;
  • developing and/or approving strategic and operational plans, policies, programs and procedures impacting a wide range of key organizational activities including budget, logistics, facilities, human, and training resources;
  • exercising discretionary authority to formulate, implement, and monitor goals, policies, objectives, budgets, and allocation/distribution of funds;
  • advising high ranking management officials on Army Reserve or similar related military programs; and
  • representing the Commander in meetings and exercising exceptional leadership skills to achieve the goals of the organization's mission.


This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
