Duties

Help

  • Serves as a Project Manager, Business Analyst, and Information Technology (IT) Consultant on initiatives, programs, and projects that implement the division’s IT strategy.

  • Manages a portfolio of software applications and ensures IT capabilities align with client’s current and future business requirements.

  • Leads IT projects utilizing modern project management best practices and principles. Creates, maintains, and reviews project management documents and deliverables.
  • Develops and delivers oral and written presentations to senior management officials and provides regular briefings on the status of active IT programs and projects.

  • Maintains effective working relationships with clients, management, contractors, and personnel from other divisions to ensure success of IT initiatives.
  • Leads IT initiatives including application development and software implementation projects. 

  • Serves a liaison between system owners, business users, development teams, and management to ensure IT solutions are properly implemented.

  • Develop project deliverables including, but not limited to, epics, user stories, use cases, test cases, process flows, and user guides.

  • Provides technical expertise and guidance in the development, implementation, and maintenance of automated tools, applications, and systems.
  • Leads re-engineering projects that analyze current business processes and develop proposed IT solutions to enhance and/or automate operations.

  • Assists clients in identifying, analyzing, and prioritizing IT requests based on value and impact to business operations.

  • Advises management on emerging issues and innovative solutions to facilitate the resolution of complex business requirements.

The candidate selected will be offered a time limited appointment not-to-exceed two years, which may be extended to a maximum of seven years based on workload requirements and organizational staffing authorizations.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the CG/GS 13 grade level or above in the Federal service.  Specialized experience is experience leading information technology (IT) initiatives, programs, and projects as the Product Owner, Project Manager, or Business Analyst; analyzing business processes, documenting business requirements, and evaluating solutions and products to improve or automate business operations; and performing IT project management, business analysis, system testing, implementation, and training on software development projects.

Additional information

This vacancy announcement is currently eligible for the Remote Work Option (RWO), which is explained here. However, the FDIC has proposed eliminating RWO, so selectee(s) for this vacancy may be required to report to an FDIC office up to three days per week in the future. Employees who do not elect RWO will be required to report to their duty station office 3 days per week beginning January 1, 2024.

The range of pay shown includes base pay plus supplemental locality adjustments. The locality rates for these duty locations range from a low of 11.74% to a high of 50.45%. Pay will vary by grade level and the locality rate for the geographic location where the selectee is located. For more on FDIC locality rates, click here.

If electing the Remote Work Option, the duty location is set using the selectee’s primary residence, which must be in the continental United States. Locality pay will be based on the location of the selectee’s primary residence.

Salary reflects a pay cap of $250,000.00 for this position.

If selected, you may be required to serve a trial period.

  5. Ability to lead project teams thru the software development life cycle including planning, analysis, design, development, testing, deployment, and maintenance.

  6. Ability to create and review business analysis deliverables including, but not limited to, business cases, project proposals, epics, user stories, use cases, test cases, process flows, and user guides.

  7. Ability to utilize software development tools, including but not limited to Salesforce, Appian, Microsoft Power Platform, ServiceNow, and/or Oracle Apex.
  8. Ability to analyze business processes and identify opportunities to develop IT solutions to enhance or automate operations.

  9. Ability to apply business analysis principles to elicit business needs, assess alternatives, develop data-driven business cases and develop recommendations meeting the business objectives.
