1. Auditing Duties (70%)

  • Assess business functions and those aspects of clinical functions which impact business operations.
  • Makes recommendations for actions when adjustments or a different course of action is necessary.
  • Identifies and researches health care system risks and program weaknesses for potential non-compliance. Develops and performs methodologies for compliance reviews and audits of perceived problem and prioritized risk areas
  • Conducts monitoring and auditing and authors reports in accordance with the implementation and execution of the Unites States Sentencing Guidelines (USSG) and the Office of Inspector General (OIG) practices for an effective Compliance Program.
  • Provides reasonable assessments and/or quality reviews of financial, analytical and evaluative work associated with Compliance Program activities. Performs analytical and evaluative work, prepares formal reports and presentations on monitoring and auditing results
  • Monitors Program Metrics and independently performs actions to assist in meeting performance targets.

2. Compliance Program Operation Duties (20%)
  • Supports the Compliance and Integrity Officer in implementation of national Compliance and Integrity controls, solutions, and programs at the local health care system. Assists in the development and implementation of internal ,controls and solutions in partnership with risk owners to manage and mitigate ,key risks that may adversely impact local health care system objectives, compliance with regulations, or overall reputation within the local, VISN, or national landscape of the agency health care system.
  • Assists with preparation, updating and final annual completion and quarterly updates of the Health Care System Risk Assessment, Monitoring, Auditing and Training Plans, and Compliance Program Evaluation.
  • Assists in the development of Strategic Planning Initiatives for quality, cost, and evaluation of performance measures/indicators for tracking.
  • Assists in developing and implementing appropriate training programs; rules and regulations, mandated program elements and to resolve issues discovered during reviews, audits and monitors.
  • Provides support to Compliance Officer in response to allegations of improper/illegal activities and recommends enforcement of appropriate administrative action based on findings.
Program Support Duties (10%)
  • Provides staff support to the health care system's Compliance Committee.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Individual Occupational Requirements - you must meet one of the following:

  1. Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
    1. Missions, organizations, programs, and requirements of health care delivery systems;
    2. Regulations and standards of various regulatory and credentialing groups; and
    3. Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR
  2. Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPTS REQUIRED)

To qualify for this position at the GS-12 level, you must meet the following: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.Specialized experience includes but is not limited to:experience in government ethics, business compliance and integrity rules, local/regional/national health care policies and procedures; conducting analysis and problem solving of complex healthcare management and operational systems; providing training and education to various levels of staff and management in relation to compliance and integrity of a health care system; experience in data collection techniques, applying qualitative and quantitative analysis, and documentation methods in order to conduct compliance related activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
