Summary

Incumbent will participate in an eighteen-month Executive Leadership Program that provides comprehensive education and firsthand experience in Fleet and Family Readiness (N9) Programs enterprise-wide, with a specific focus on core competencies and leadership development. The position will also serve as management and program analyst responsible for supporting program managers and staff on day-to-day delivery of a wide range of quality of life programs.

This position is open to current Commander, Navy Installations Command (CNIC) Fleet and Family Readiness (FFR/N9) employees at the installation, region, and headquarters levels (this includes non-appropriated fund/NAF or civil service/GS).

Duties

Help

Duties include but are not limited to:

  • Participates fully and remains engaged in an eighteen-month competency-based leadership development program that provides training and developmental experiences across the CNIC enterprise.
  • Completes required program coursework within established timeframes, including capstone project at the end of the program.
  • Travels to CNIC Installations and Regions to learn about functional/program area and completes required training and projects within prescribed deadlines.
  • Shadows N9 Regional Advisory Board and participates in N9 Strategic Planning sessions.
  • Serves as a senior leader and quality of life (QOL) program subject matter expert, providing guidance and assistance to lower graded specialists.
  • Works collaboratively with other team members to restructure work processes, standardize procedures, and manage changes for organizations supported to improve overall efficiency.
  • Evaluates the effectiveness of administrative procedures and operations and the consistency of their contributions to the accomplishment of organizational/program goals and objectives.
  • Recommends changes, as appropriate to meet short and long-term strategic plans and objectives of organizations.
  • Performs complex management studies to evaluate and measure the progress and success of projects assigned to identify and recommend ways to improve the effectiveness and efficiency of QOL programs. Serves as a project manager, as needed.
  • Provides advice/assistance (via email, phone and/or site assist visits) to CNIC field activities as needed to help in the area as assigned.
  • Supports the program director, managers, and region/installation FFR professionals on a variety of operations and functions in the delivery of a diverse headquarters - level military FFR Program.
  • Responsible for actions that involve multiple functions, programs, departments, commands and agencies. Actions may require coordination both internally (CNIC/DON) and externally (DOD/municipal/private sector).
  • Coordinates administrative operations within assigned programs. Reviews point papers, briefs, congressional testimonies/hearing statements and other items for presentation or information to senior leadership within CNIC and DON/DOD. Ensures correspondence is reviewed for content, proper routing, and formatted in accordance with established policy.
  • Prepares, conducts and assists with a wide variety of reporting requirements, projects, and analysis, including performance metrics tracking in support of the operation of Navy-wide programs.

Qualifications

Candidate must possess at least 3 years' experience working in support of Navy Quality of Life (N9/Fleet and Family Readiness) Programs. Qualifying experience may be as a civilian employee (non-appropriated fund/NAF; civil service/GS) or contractor.

Additionally, candidate must also possess at least 3 years' experience providing administrative management support.

A qualified candidate also possesses the following:
  • Comprehensive knowledge of and experience with FFR Programs.
  • Knowledge of CNIC programs and missions, as well as knowledge of pertinent laws, regulations and policies related to program operations.
  • Knowledge of administrative management principles/techniques sufficient to provide administrative support.
  • Skill in the use of various FFR software and platforms, such as accounting system (e.g. Systems, Applications, and Products (SAP)); employee records system (e.g. Total Workforce Management System (TWMS)); payroll and timekeeping (e.g. SLDCADA and Kronos).
  • Skill in preparing and editing briefs, point papers, and various communications in accordance with the Navy correspondence manual.
  • Skill in coordinating and arranging meeting logistics for various group sizes.
  • Skill in the use of Microsoft Office Suite (e.g. Word, Excel, PowerPoint, Outlook, etc.).
  • Ability to apply and implement leadership training and concepts to real-world situations.
  • Ability to review and interpret policy/regulations; evaluate relevance; develop course of action options; take appropriate actions and communicate recommendations.
  • Ability to manage and coordinate multiple diverse and complex, multi-faceted projects concurrently.
  • Ability to take initiative and skill in administrative processes, sufficient to organize and coordinate thorough, systematic, professional efforts to meet the more complex planning needs and unanticipated requirements.
  • Ability to manage competing priorities under strict deadlines, while maintaining a high level of attention to detail.
  • Ability to work as a team member or individual and work effectively with various levels of management activity employees.
  • Ability to communicate effectively both orally and in writing.

This is one of two announcements for the CNIC Leadership In Training Program. DO NOT APPLY TO BOTH ANNOUNCEMENTS. Please apply to only one announcement (either located in Millington, TN or Distant Remote).

This is an 18-month program training program. Once the program is complete, incumbents will continue to work in the Management & Program Analyst position, serving CNIC HQ. Incumbents will apply to vacant leadership positions across the CNIC enterprise. If employment is not gained with the specified time-frame, incumbent will be placed in a position similar to the last occupational series held.

Salary will be set within the range of the NF-04 pay-band, as advertised.
