Summary

Position serves as the Construction Branch Chief and supervisor under the Chief of Engineering for the Eastern Federal Lands Highway Division (EFLHD), Federal Highway Administration (FHWA) in Ashburn, VA. As part of the EFLHD Leadership team, you will be responsible for leading the Construction Branch in delivery of the Federal Lands Highway construction program in a multi-state area. The projects consist of highways and related structures designed and constructed to a variety of standards.

Help

As a Supervisory Civil Engineer (Highway) Construction Branch Chief, you will:

  • Provide construction project and program leadership and manage construction oversight and inspection and the contract administration of awarded highway and bridge construction projects utilizing knowledge of highway and bridge engineering, construction contracting under the Federal Acquisitions Regulation, for the phase from contract award through final inspection and closeout.
  • Lead the Construction Branch, including: hiring, developing, evaluating, and retaining employees with outstanding engineering knowledge and skills; overseeing project and resource management to assure mission focus and on-time and within budget delivery of the annual program; promoting the successful completion of projects, timely resolution of contractual issues, partner satisfaction and environmental compliance; establishing and updating construction branch policies, standards, guidelines, processes, and procedures; and developing and managing the branch budget.
  • Use partnering techniques and skills required for tactful diplomacy and utilize successful negotiating techniques while maintaining a sensitivity to differing points of view. Foster a team environment while encouraging and supporting diverse viewpoints. Assemble data and other supporting documentation in the preparation of reports or other responses to official inquiries.
  • Establish and maintain effective working relationships which promote leadership, negotiations, cooperation and teamwork, including the ability to identify and foster new and innovative partnerships and avenues for marketing FHWA expertise.
  • Formulate and establish policies, standards, guidelines, and priorities for branch operations. Develop plans for accomplishing business objectives and implementing quality initiatives to improve Branch business delivery systems and processes, improve products and services, and increase customer focus. Share and promote partnering concepts.
  • Serve as a member of the Division Leadership Team for national and divisional strategic planning and direction for Division-wide goals and needs in alignment with the USDOT and FHWA. Foster a business-focus team environment within the Branch and monitor team performance through measurement of division and branch team accomplishments.

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
  • TELEWORK ELIGIBILITY: This position is approved for occasional telework. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.  You are required to report to the office on a regular basis since this is not a full-time telework position, or approved as a remote work position.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • FINANCIAL DISCLOSURE: The Ethics in Government Act of 1978 requires the applicant selected for this position to submit a Confidential Financial Disclosure Report (OGE Form 450) within 30 days of appointment and annually thereafter.
  • CERTIFICATION: You will be required to obtain and maintain a FAC-C (Federal Acquisition Certification in Contracting) level II certification.

Qualifications

To meet the basic qualifications for this position, you must (1) meet the Mandatory Education Requirement for the series, (2) provide a copy of your transcripts or other applicable documentation for verification, AND (3) meet the specialized experience requirements for the grade. Please review the following information before proceeding with the application process:

(1) All applicants must meet the requirements under A or B to qualify for applying to an engineering position.

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) that included differential and integral calculus and courses (more advanced that first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials; (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials; and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;

OR

B. Combination of education or training: college level education, training and/or technical experience that has furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following:    

  1. Professional registration or licensure - current registration as an Engineer Intern (EI), engineer in Training (EIT), or licensure as a Professional Engineer (PE).
  2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences which included the courses as specified in Paragraph A above.
  4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering type experience. This must be clearly described in your resume.

For the GS-14: you must have at least one year of specialized experience, equal or equivalent to the GS-13 grade levelwhich included:

  • Experience directing the management of projects and project information by applying civil engineering principles, theories, methods and practices to support the construction and contract administration of highway and/or bridge construction projects to include analyzing and making decisions on complex contracting questions related to project design, specification and requirements; AND
  • Experience leading, motivating, and managing teams and establishing and maintaining good working relationships with partners and project stakeholders in order to effectively lead the delivery of highway and bridge projects. Project stakeholders would include technical experts (FHWA, other government agencies, and private firms), FHWA partners, members of other state/local/city governmental agencies, regulatory agencies, and the public; AND
  • Experience providing administrative and/or technical supervision and/or leadership to develop a diverse staff of engineers to effectively lead projects.

You cannot substitute education at this grade level, you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will also be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of and the ability to direct the management of projects and project information to support the delivery of highway and/or bridge construction projects.
  2. Ability to provide administrative and/or technical supervision or leadership to develop a diverse staff of engineers and technicians.
  3. Ability to lead and motivate employees and supervise their day-to-day performance. Knowledge and application of leadership, management, supervisory, and team-building skills to both lead a work group and work effectively in a team-oriented environment.
  4. Ability to communicate effectively. Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed. Writes in a clear, concise, organized, and convincing manner for the intended audience.
