Duties

Help

The Biologist or Physical Postdoctoral Scientist is responsible for performing scholarly research and participate in making contributions to the biological, ecological, physical, or chemical fields of science.

In this position, you will be:

  • Initiating, developing, and participating in research and fieldwork in one or more of the following areas of specialization, oyster reef ecology, urban estuarine ecology, or marine biodiversity conservation.
  • Writing reports and publishable scientific papers and giving oral presentations on the design and results of research and
  • Serving as a consultant and advisor on professional matters in area of specialization; oyster reef ecology, urban estuarine ecology, or marine biodiversity conservation and assists with guidance and teaching of students and technicians working on research
  • Assisting or leading in preparation, submission, and review of grant proposals, manuscripts, and publications as requested by scientific colleagues and outside institutions.

Qualifications

To qualify for this position, you must meet both the Basic Requirement and Specialized experience.

GS-0401:

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B to satisfy the basic education requirement for Biologist.

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

GS-1301:

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Physical Scientist.

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience listed below:

GS-09 Experience: You qualify for this position if you have one year of specialized experience equivalent to at least the GS-07 level in the Federal Service.  For this position Specialized experience is defined as experience researching, investigating oyster reef ecology, urban estuarine ecology, or marine biodiversity conservation, or related subject area.

OR

Master’s or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to such degree.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

  1. Knowledge in developing and implementing a research program in oyster reef ecology, urban estuarine ecology, or marine biodiversity
  2. Ability to publish and disseminate research findings that describe new or modified theories and principles in ecological and environmental data.
  3. Ability to serve as a consultant and advisor on professional matters in their area of expertise in oyster reef ecology, urban estuarine ecology, or marine biodiversity
  4. Ability to prepare grant proposals for research funding and support and to review proposals, manuscripts, and publications for colleagues and outside institutions.

Applicants who meet or exceed minimum qualifications will be assigned to one of three category groups based on job-related criteria:

  • Best Category - Meets the minimum qualification requirements and excels in most of the job related competencies above.
  • Better Category - Meets the minimum qualification requirements and satisfies most of the job related competencies above.
  • Good Category - Meets the minimum qualification requirements, but does not satisfy most of the job related competencies above to a substantive degree.

This category rating process does not add veterans' preference points or apply the "rule of three", but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. A selecting official may make selections from the highest quality category (Best Category) provided no preference eligible in that category is passed over to select a non-preference eligible in that category unless the requirements of 5 U.S.C. 3317(b) or 3318(b) are satisfied. Preference eligibles who meet minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent must be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.
