This position is assigned to the Health Services Research and Development Service (HSR&D), Office of Research and Development (ORD). This office directs a wide range of research involving over 300 ongoing research projects to improve the quality, accessibility, and value of care provided to the 9 million Veterans cared for by VHA. HSRD works in close partnership with clinical operations in VA, with over 40 field research sites, and with Federal research partners.

The salary range listed on this announcement reflects the GS base rate and does not include locality pay. Upon selection, the salary will be adjusted to include the locality adjustment for the specific location.

The Management and Program Analyst (MPA) serves as an advisor to management within the Office of Health Services Research and Development Service (HSR&D) on a wide range of topics including strategic planning, performance measures and productivity, and organizational improvements for our research program. Primary responsibilities of this position include but are not limited to:

  • Conducting in-depth and ongoing evaluations of (4) Resource Centers which provide support to our researchers in areas of data, health economics, and research dissemination by developing, analyzing and managing program data.
  • Providing oversight and guidance to the staff responsible for maintaining the Annual Report Template database which tracks the progress and results of individual research projects.
  • Performing a variety of technical assessments to enhance systems capabilities to allow HSR&D to examine the productivity and impact of our research.
  • Providing budget guidance, tracking monthly budget expenditures, and reviewing annual budget requests to assist internal planning and for compliance with regulations.
  • Conducting needs assessments, and directing the development of improvements and enhancements to the databases used to manage our research priorities.
  • Interacting with senior clinical program officials and field medical center management to identify potential areas for program-research partnerships and to help in resolving issues that may arise and in planning new initiatives.
  • Communicating with the field regarding review criteria and deadlines for the receipt and administrative review of research applications.
  • Communicating (orally and in writing) with internal and external Chief Officers, senior researchers, policy makers and managers.
  • Overseeing maintenance and updating of research center program databases.

Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience developing, analyzing and managing program data within a research office; performing regular analysis of program effectiveness in meeting department or organizational goals; providing budget guidance and reviewing annual budget proposals; developing and monitoring productivity metrics; utilizing information management systems and databases to retrieve and evaluate various data elements to assess effectiveness and productivity; overseeing and maintaining a research database.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work of this position is primarily sedentary.
