Help

The Financial Manager provides advice concerning financial management serving as a technical expert for resource matters for five complexity level one medical centers, one complexity level two medical center, one complexity level three medical center and the Manila Outpatient Clinic an approximate budget of over $6 billion.

Designing, establishing, and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management. Such a system must be compatible with the requirements of the Bureau of the Budget, the General Accounting Office, and the Treasury Department, and provides accountability for VA funds and assets and full disclosure of the financial results of the VAMC operations. This involves responsibility for proper and economic management of all financial resources under jurisdiction of the VISN, in accordance with a wide variety of laws and regulations.

The Deputy CFO's financial duties and responsibilities include analyze national level programs, exceptionally large and complex programs; develop recommend, and implement budgetary and financial policies; interpret and assess the impact of new and revised Congressional legislation on the formulation and execution of budgets; project and analyze the potential effects of budgetary actions on program viability and attainment of program objectives; and develop and render authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents within agency lines.

The incumbent provides technical and administrative supervision. Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines. Assigns work to staff and provides technical and policy direction to their efforts. Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of team. Plans training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields. Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means. Resolves staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness. Integrates activities of the office into the overall programs and takes actions, as necessary, to make the office a positive contributor to accomplishment of the mission.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/10/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

Occupation Requirement:
A. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law (transcripts required and must show the date the degree was conferred or awarded). OR,
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include:

  1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Designs, establishes, and maintains an integrated financial management system, including budgeting, accounting, and managerial-financial reporting.
  • Develops, recommends, and implements budgetary and financial policies.
  • Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives.
  • Ensures compliance with VISN policies concerning appropriate use of funds.
  • Oversees the appropriateness of expenditures, collection of funds, and ensuring the fiscal integrity of all cost accounting financial records for the VISN.
  • Serves as a technical expert to senior level officials to advise on financial systems is also a key requirement along with the ability to resolve difficult and complex issues and problems.
  • Performs complex analytical studies, financial analyses, program planning, and outcomes evaluations.

Physical Requirements: The work is mainly sedentary work. There is some walking, standing, bending, carrying of light items, or driving an automobile. No special physical effort or ability is required to perform the work. The incumbent will be expected to perform duties, adhering to the approved tour of duty.
