Help
  • You will serve as a Financial System Associate on the Finance Team.
  • You will provide Navy Enterprise Resource Planning (ERP) system support.
  • You will provides support to the NAVSEA Enterprise, both General Fund (GF) and Working Capital Fund (WCF), and other Commands.
  • You will support the Senior Civilians and Contractor support in performing functions that manage complex financial processes, such as updating and analyzing complex data, and testing.
  • You will support the NAVSEA Enterprise as a Navy ERP system expert for finance.
  • You will be responsible for trouble ticket management and resolution.
  • You will participate in system testing and provide feedback on defects/change requests.
  • You will interpret financial policies and procedures and apply them to system processes.

  • This is a Financial Management Level 02 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

In addition to the Basic Requirements Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-09/10 equivalency) in the federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional accountant evaluating accounting systems that includes the Enterprise Resource Planning (ERP) system or similar system to resolve a variety of accounting problems for an organization.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education


Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

1. A degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law). (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.");
-OR-

2. Possess a combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Required background also includes one of the following: 1) 24 semester hours in accounting or auditing courses of appropriate type and quality (this can include up to 6 hours of business law); or, 2) a certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination, or; 3) completion of the requirements for a degree that included substantial course work in accounting or auditing. (e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of response option A, provided that (a) you successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response option A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.

II. Per the Office of Personnel Management (OPM) Qualifications Standards Manual, applicants may substitute the successful completion of following positive education, in lieu of meeting the specialized experience stated above for the applicable pay band level:

FOR NT-04:

3). Possess a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

This position is part of the Warfare Centers Personnel Demonstration Project.

The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14 grade levels. The salary range shown in the announcement represents all of the positions within the band, including GS-14 equivalent (high grade) positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $172,075).

This announcement uses the STRL for Direct Support direct hire authority to recruit and appoint qualified candidates.

This position is located in the Corporate Operations, NAVSEA ERP Business Office, Operations and Business Process Branch (10X1).
