Summary

This position is located in the Office of Ship Operations, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD).

This position is established to serve as the Director of Ship Operations and is responsible for operations, maintenance, repair, and logistics support of MARAD-owned or acquired merchant ships.

Duties

Help

The Director of Ship Operations:

  • Plans, directs, and coordinates the development and execution of critical marine engineering programs in order to: prevent or avoid duplication of effort; evaluate progress and efficiency; determine the need for continuation or redirection of programs or parts thereof.
  • Maintains close liaison with top-level program, policy, and budgeting officials in the Agency, the Office of the Secretary, and other Federal agencies as necessary to provide advice and counsel on program areas under this official’s cognizance.
  • Reviews and approves substantial or controversial changes in plans and specifications for vessel repair, maintenance, or operation contracts.

The ideal candidate possesses professional knowledge of historical principles, concepts, research sources, methodology, and techniques sufficient to provide expert advice, interpretation, and guidance on merchant ships and applicable rules and regulations. Has supervisory experience and demonstrated skills and abilities to lead.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • PCS/RELOCATION/RECRUITMENT: Permanent Change of Station (PCS), Relocation, and Recruitment Incentive authorization varies by position/selection.
  • SECURITY CLEARANCE: This position requires a Top Secret SSI clearance.
  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15, you must have at least one year of specialized experience (equal or equivalent to the GS-14), in TWO OR MORE OF THE FOLLOWING AREAS:

  • Coordinating the development and execution of critical marine engineering programs;
  • Liaising with top-level program, policy, budgeting officials, and other Federal agencies;
  • Reviewing and approving changes in plans and specifications for vessel repair, maintenance, or operation contracts; and/or
  • Implementing management improvements (e.g., cost reductions, creating efficiencies).

Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
