Help

As an Information Technology Specialist (Data Management) within the Southwest Biological Science Center, some of your specific duties will include:

  • Managing database management systems such as Microsoft SQL Server, My SQL, or PostgreSQL.
  • Developing database schemas, populate relational databases and interact with APIs.
  • Establishing in-house analytical programs, procedures, and techniques to help better understand the natural resources of the Colorado River Ecosytems.
  • Applying modifications, testing products, maintaining and monitoring perform of systems, and providing data storage and backup.
  • Writing protocols and related documentation of system procedures and guidelines for system design, database users, external access to data, and other similar tasks.

Physical Demands
Most work is sedentary and in an office environment, requiring sitting at a desk or computer terminal for long periods of time and viewing computer monitors for similarly long periods of time. Office work may at times involve lifting or carrying heavy objects such as computer equipment and peripherals. The incumbent may make occasional field trips to oversee riparian resource data collection efforts in support of biological, physical, and cultural research. Field trips may require foot travel over rugged and remote terrain, river travel by oar-powered or motor-powered boat, and localized air travel via helicopter. This field work often involves extreme exertion, including hiking in Grand Canyon; withstanding both extreme heat and potential hypothermia conditions; walking over rough, rocky, or uneven terrain; lifting and carrying equipment and supplies; wading in streams in all types of weather; long hours; nighttime work; and off-road driving. Personal protective safety equipment is required to meet Occupational Safety and Health Standards. Adequate health, physical abilities, and any prerequisite survival training are necessary to complete field work.

Work Environment
The work is normally performed in an office environment, where incumbent may be subjected to moderate noise levels from operating computer systems and machinery, and normal temperature fluctuations from heating and air conditioning. Some work may be in an outside environment for periods of time up to one or two weeks. The incumbent may be required to drive remote, unpaved roads and hike trails in extreme weather conditions with temperatures ranging from 25° F to 120° F in rugged terrain at elevations ranging in altitude over a vertical mile. Work in the field may involve exposure to a range of weather, temperature, and terrain conditions with exposure to sun, wind, poisonous plants, insects, and reptiles.

Qualifications

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition, applicants must meet the following to qualify for the GS-12 level:

One year of appropriate specialized experience equivalent to at least the GS-11 level in the Federal service that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. Such knowledge is generally demonstrated by assignments where the applicant analyzed a number of alternative approaches in the process of advising others concerning major aspects of automated data processing system design, such as what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. This level of work experience would reflect independence in planning and carrying out the assignment, selecting the approach or methodology to be used, resolving most of the conflicts that arise, and coordinating the work with others as necessary.

Examples of experience at the GS-11 level include: developing and maintaining databases and applications utilizing Structured Query Language (SQL) within a PostgreSQL environment (and/or other enterprise relational databases such as MS SQL Server, Oracle, SQLite, etc.), and other programming languages; administering software development and testing; communicating IT technical information to a variety of audiences; and writing and/or maintaining system documentation for large IT applications and databases.

Special Requirements Continued:

  • You will be required to operate a government-owned or -leased vehicle in the performance of your official duties.
