Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Participate in the management and maintenance of financial systems utilized within ARC. Tasks include: defining and writing requirements; supporting the development of project plans, conducting briefings, and training sessions; managing project support; identifying and recommending changes in processes, manual and automated systems, and accounting and processing controls; gathering information and reporting on the status of projects; creating test scripts; testing; developing and writing quick reference guides for users; tracking technology developments and recommending changes to processes; and acting as system administrator.
  • Analyze, test, and/or implement new upgrades and modules of the financial systems and provide recommendations to ARC management on whether these items should be placed into production. May also test the various interfaces between the financial systems and provide recommendations on improvements to reduce the amount of manual work required to process financial transactions.
  • Maintain the financial systems, updating systems to meet new fiscal year and regulation requirements, and developing solutions for unique customer needs; communicates system changes to users; and responds to user requests.
  • Develop and write queries to access, gather information, and produce reports. Participate in briefings, presentations, and meetings on topics that impact ARC administrative systems.

  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes providing project support, performing financial and technical analysis in order to identify issues and provide recommendations for improvement of systems, programs and/or processes.
Examples of such experience could include:
- Analyzing and developing project plans; OR
- Performing automated system testing; OR
- Defining and writing system requirements and test scripts; OR
- Identifying and resolving issues and problems; OR
- Supporting automated system development and design.

Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes participating on projects and utilizing a variety of analytical techniques in order to trouble shoot problems and recommend solutions to enhance processes or programs.
Examples of such experience could include:
- Participating in testing of financial systems; OR
- Participating on project teams related to systems or security requirements; OR
- Conveying technical information to operational staff; OR
- Consolidating and preparing analysis and recommendations for reports.
OR You may substitute education for specialized experience as follows: completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

OR You may qualify by a combination of experience and education. You may qualify with a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-11 grade level.

Specialized experience: For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes participating on projects in a team environment responsible for developing, managing, and/or maintaining financial systems.
Examples of such experience could include:
- Application maintenance or basic system troubleshooting of a financial system; OR
- Applying analytical techniques to identify and resolve issues or problems; OR
- Conveying technical information to customers; OR
- Gathering information on the status of projects; OR
- Communicating effectively, both written and oral, when making recommendations and giving instruction.
OR You may substitute education for specialized experience as follows: completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together. The total percentage must equal at least 100 percent to qualify for that grade level. Note that only graduate education in excess of the amount required for the next lower grade level can be combined with the appropriate level of experience to qualify applicants for positions at the GS-9 grade level.

Specialized experience: For the GS-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service, that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes servicing a team and/or project responsible for accomplishing office initiatives in a system environment.
Examples of such experience could include:
- Applying rules and regulations in order to process transactions within financial systems; OR
- Gathering data to produce reports and queries from various systems or databases; OR
- Utilizing standard procedures and customer service techniques; OR
- Organizing and accomplishing work assignments and meeting deadlines.
OR You may substitute education for specialized experience as follows: completed at least 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) or have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

You may qualify by a combination of experience and education. To combine education and experience, your total qualifying experience is calculated as a percentage of the experience required for the grade level. Then, your education is calculated as a percentage of the education required for the grade level. The two percentages are added together.
