This National Guard position is for a HR SPEC (MIL)(Title 5), Position Description Number T5651000 and is part of the CT 103rd Force Support Squadron, National Guard.
JOB SUMMARY: The primary purpose is to provide human resources services to Title 32 (T32) Technician, Title 5 (T5), and Active Guard Reserves (AGRs). The position is a remote from the Human Resources Office (HRO) and embedded within the Military Personnel Section. The primary function of this position is to provide guidance, advise, support and clerical assistance on human resource matters to commanders, line supervisors, managers, and technicians at the base or unit organizational level and to coordinate such matters with the HRO.
The major duties include, but are not limited to:
Serves as advisor to commanders and supervisors on human resources (HR) programs affecting full-time employees.
Works with HRO and the Wing to accomplish a wide range of human resources transactions for employees related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training, and incentive awards.
Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation, and retirement.
Maintains and reviews the Unit Manning Document (UMD) validating the position description number, title, series, grade, and resourcing.
Provides assistance to the Wing, managers and supervisors in resolving AGR problems relative to day-to-day operations.
Males born after 31 December 1959 must be registered for Selective Service.

The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a Secret security clearance.

Qualifications
GENERAL EXPERIENCE: Experience gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs.
Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description.
Experience demonstrating a knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and Performance Improvement.
Experience demonstrating a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or commercial services to include strategic sourcing.
Experience performing personnel program requirements that involve advising supervisors and managers; and experience in completing accession planning and processing; classification and position management; and civilian promotions.
Experience advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining
procedures; and/or providing retirement options.
Experience demonstrating competence in discussing the equal opportunity and sexual assault prevention and response programs.
Experience in career counseling; completing or editing performance evaluations; and conducting educational and skill development personnel course programs.
Experience demonstrating competence in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities.
Experience in applying program policies, directives, publications, and training manuals.
Experience demonstrating knowledge of allocating manpower resource budgets or execution procedures.
Experience in performance management and productivity programs; or advising on process improvement, best practices, and performance techniques.
KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of overall requirements, objectives, practices and peculiarities of the assigned program area.
Ability to plan, organize work, administer, communicate effectively (both orally and in writing), meet deadlines, gather, analyze data/products, and summarize facts in order to determine adequacy and/or deficiencies of assigned programs.
Knowledge of the mission and the unit is essential in order to provide required support consistent with mission objectives and to coordinate with managers, supervisors, members, customers, dependents, and other offices on human resources issues.
Knowledge of automated systems, personal computers, and software employed in the assigned program area to utilize the systems in developing reports, correspondence and to extract data.
Knowledge and skill in application of analytical and evaluative techniques to identify, consider, and resolve issues or problems peculiar to the assigned program area.
Education
No substitution of education for specialized experience.
