The Office of Management and Budget (OMB) Pathways Program provides developmental experiences in the Office of Management and Budget, Executive Office of the President and its component offices, intended to promote possible careers in the civil service to individuals with qualifying educational eligibilities. Successful applicants are placed in a dynamic, developmental program with opportunities that may lead to a career in the Federal Government.

The Student Trainee (Economist), GS-0199-05/07 position provides opportunities for development and training. Student trainee assignments are designed to orient, train, and increase the incumbent's knowledge in the economist field that help to develop economic and fiscal tools to evaluate current conditions and project future trends in the economy and to measure the impact of policy changes on the economy and governmental programs. Student trainee perform a variety of assignments selected to broaden skills and provide practical experience to prepare for progressively more complex assignments, assignments become more responsible as incumbent increases knowledge and skills through work experience and academic training and may include:

  • Participating in a variety of cross-cutting research studies with more senior staff members in the Economic Policy Divisions, other divisions of OMB, and other Federal agencies.
  • Assisting with conducting research, and preparing for senior management review chapters in the Analytical Perspectives companion volume to the President's Budget.
  • Becoming knowledgeable with current economic and technical literature for concepts, conclusions, and data.
  • Assisting with research issues in economics with high relevance to the fiscal condition of the Federal Government. Help develop economic tools to evaluate current conditions and project future trends in the overall economy and measure the impact of fiscal policy and programmatic changes on the economy.
  • Helping to research the effectiveness, benefits and costs of tax policies and spending programs, developing econometric or other economic models. These assessments serve as the basis for the formation and coordination of economic policies.
  • Documenting and refining current models and processes used to develop the President's economic assumptions or to help evaluate or build economic models across a range of fields.
  • Critiquing materials for consideration by the Council of Economic Advisors, the National Economic Council and the Domestic Policy Council. Review legislation, testimony, and speeches for delivery by the President, Vice President, Director, and other Administration spokespersons.

Upon completion of the Student Trainee program, full performance duties typically involve creating, exploring, evaluating, designing, and sharing solutions and the validity of their predicted performance to resolve problems, conditions, and issues and supporting the branch staff in developing budget-related material as needed including but not limited to reviewing materials, conducting literature reviews, and analyzing data.

Qualifications

In order to qualify for the Pathways Internship Program, applicants must meet the following eligibility criteria and the qualification requirements corresponding to the grade level at which they wish to be considered by the closing date of the announcement:

PROGRAM ELIGIBILITY: Applicants must be accepted for enrollment or currently enrolled as a degree seeking student in an accredited vocational or technical institution, 2- or 4- year college/university or graduate/professional school; taking a minimum half-time load of courses; possessing and maintaining a cumulative GPA of at least 3.0 on a scale of 4.0; and pursuing any of the following academic degrees:

  • Vocational/Technical Certificate (two-year program)
  • Associate's Degree
  • Baccalaureate Degree
  • Graduate Degree (Master's program)
  • Professional Degree (Doctoral program)

NOTE: Students MUST continue education in order to be eligible for this intern appointment. Official transcripts are required upon selection and prior to appointment. Failure to submit the documentation will result in disqualification from further consideration.

In addition to the eligibility requirements for the Pathways Internship Program, you must also meet the followings qualification requirements by the closing date in order to qualify for the Student Trainee (Economist), 0199.
Applicants must be pursuing a degree in a preferred academic major that includes at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

You qualify for the GS-05 grade level if you possess one of the following:

One year of specialized experience, equivalent to the GS-04 grade level in Federal service or the private sector, that demonstrates the following areas:

(1) Applying economic principles, and practices, market and non-market values, and the analysis and reporting of economic data;

(2) supporting an environment by communicating in oral and written forms; AND

(3) Using computer software applications, such as programming and data analysis.

OR

Education: Successful completion of a full 4-year course of study post-high school leading to a bachelor's degree or equivalent degree.

You qualify for the GS-07 grade level if you possess one of the following:

One year of specialized experience, equivalent to the GS-05 grade level in Federal service or the private sector, that demonstrates the following areas:

(1) Applying economic policy, principles, and practices, market and non-market values, and the analysis and reporting of economic data;

(2) Organizing work and setting realistic goals to complete assignments in a timely manner;

(3) Identifying and analyzing problems to generate and evaluate alternatives and make recommendations; AND

(4) Using computers and computer software applications, such as programming and data analysis.

OR

Education: Successfully completed one (1) full academic year of graduate level education (from an accredited college or university. Note: Transcripts must be submitted at time of application to support your claim.

OR

Superior Academic Achievement:
Successfully completed a Bachelor's Degree from an accredited college or university AND meet Superior Academic Achievement (SAA) based on ONE of the following:
  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. -OR-
  2. Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.) -OR-
  3. Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. The Internship Program provides students who are enrolled in or accepted for enrollment in a wide variety of qualifying educational institutions with paid opportunities to work either part- or full-time.

Additional information

This is an Excepted Service appointment. As a part of the Pathways Internship Program, the appointment may be extended until the selectee's educational program requirements have been completed. You may be converted, without a break in service to a term (time-limited) or permanent appointment upon graduation and completion of program requirements but there is no guarantee.

This is a year-round internship, and the intent of the position is that the student is able to work at least 640 hours while still in school in order to be eligible for non-competitive conversion.

EOP may non-competitively convert Interns from the Internship Program to a term or permanent (career or career-conditional) position in the competitive service, provided that there is an available position. The conversion is neither mandatory nor guaranteed.

  • To be eligible for conversion, an Intern must meet all of the following:
    • Be a U.S. citizen;
    • Meet the requirements as specified in the Pathways Participants Agreement and IDP, if applicable, and received a favorable recommendation for conversion from their supervisor;
    • Complete at least 640 hours hours of work experience (EOP may waive up to 320 hours of the 640-hour requirement for non-competitive conversion when an Intern has completed 320 hours of career-related experience AND has demonstrated high potential by outstanding academic achievement and exceptional job performance) while enrolled as a full-time or half-time degree or certificate-seeking student;
    • Meet OPM's qualification standards for the position to which they will be converted;
    • Provide proof of completion of all academic degree or certification requirements from a qualifying educational institution within the 120-days period preceding the appointment; and
    • Receive an "achieved expectations" or equivalent on their most recent performance appraisal.
  • Conversions are subject to all requirements and conditions governing term, career, or career-conditional employment, including the appropriate background investigation, and OPM and EOP qualification standards for the targeted position.
