As a basic requirement for entry into the SES, each applicant must provide evidence of progressively responsible executive leadership and supervisory experience that is indicative of executive-level management capabilities that are directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Technical Qualifications listed below. The ideal candidate will have experience managing employees through subordinate supervisors and have experience hiring, developing, and evaluating employees. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the federal service or equivalent in the private sector or non-governmental organizations. Failure to meet this basic qualification requirements in addition to all executive and technical qualification factors will automatically disqualify an applicant.

TheDeputy Director-Financial Operations is located in the Office of the Secretary of Interior at the Department of the Interior (Department) and reports to the Director, Office of Financial Management/Deputy Chief Financial Officer.

The incumbent carries out the following specific responsibilities:

As Deputy Director - Financial Operations, and in coordination with the Director, Office of Financial
Management, the incumbent assists in supervising a staff of financial analysts and accountants in
carrying out the following functions:

- Financial Management systems and operations streamlining, including finance systems and
Concur, financial dashboard, and metrics
- Process re-engineering;
- Financial statement preparation
- Financial Operation, OS Finance;

The incumbent in coordination, with the Director:
- The responsibility for oversight of financial operations, financial systems, and financial reporting;
- Makes recommendations and provides implementation advice relating to Departmental financial
operations objectives, financial management practices, and management oversight to ensure
accountability to Congress and the Public;
- Advises senior Departmental officials, in coordination with the Director on financial reporting,
financial management systems, and other related matters including long- and short-range analysis
of the application of resources and stewardship responsibilities and the application of the
Departmental Offices financial management policies;
- In the absence of the Director, may represent the Department in matters concerning financial
management reporting, and financial management systems;
- Serves as a point of contact on financial management reporting, and financial management
systems, and acts with delegated authority for the Department when delegated;
- Provides, in coordination with the Director, policy guidance and technical advice to bureaus and
offices on financial management reporting, and financial management systems, related to
financial analysis in order to ensure the proper accountability of assets and management resources
entrusted to the Department;
- Reviews, in cooperation with the Director, key Departmental financial management programs;
supporting the evaluation of performance, costs, and staffing; and developing options suggestions, and recommendations for redirection of financial management resources, performance improvement, and improved efficiency as appropriate and in cooperation with the Secretarial staff offices;
- May performs, in the absence of the Director, the duties of the position, taking full responsibility
for the activities of the Office.

Qualifications

Executive Core Qualifications (ECQ's)- *Required Documentation*

The Office of Personnel Management has identified five executive core qualifications (ECQs). The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential-not technical expertise.

ECQ 1 - LEADING CHANGE: You must have demonstrated an ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Mandatory Technical Qualifications (MTQs)- *Required Documentation*

MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative response must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results.

1. Knowledge of and experience in financial reporting sufficient to provide oversight of the preparation of
consolidated annual financial statements for a large organization or department and the financial systems
supporting these statements.

2. Knowledge of and experience in performing financial and operational analysis to ensure the proper
accountability of assets and management resources in a large organization or department.

3. Knowledge of and experience with oversight and coordination of financial operations activities for a
Federal CFO Act agency.

4. Knowledge of and experience with monitoring and oversight of financial reporting and follow-up for a
Federal CFO Act agency.

5. Knowledge and experience with the deployment of a major financial system.

CCAR Model is outline below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one example of relevant experience.

Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken.

Education

Individual Occupational Requirements Due to the Professional Accounting Responsibilities

Basic Requirements
  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one-year SES probationary period, if one has not previously been completed.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will conduct an initial qualifications evaluation of all the applicants who have provided the required documentation. Minimally qualified applicants will be rated and ranked by a SES Rating Panel to determined the Best Qualified applicants. The best qualified applicants will be referred to the Selecting Official for further consideration and possible panel interview. You will be notified of the outcome after completion of the selection process. Please be sure that your resume includes detailed information to support your qualifications for this position and failure to provide sufficient evidence in your resume will result in a "not qualified" determination.
