Summary

As a Asset Management Specialist, you will be responsible for asset planning and strategy, asset financial planning, asset performance analysis, housing and investment decision making, and asset service provider agreements for all real property assets within the region.

Location of position: GSA, Public Buildings Service, Northwest/Arctic Region, Planning Division in Tacoma, WA

Help

  • Works with designated PBS asset management teams in examination of short and long term objectives, develops methods to meet those objectives and directs changes when corrective actions or revisions are necessary.
  • Monitors the financial condition of the regional portfolio and develops strategic initiatives to improve the profitability of the portfolio.
  • Lead on the asset management related performance measures for their assigned territory and reports out on the overall portfolio performance as well as asset by asset performance. Analyzes asset performance in a variety of financial areas, including: costs, income, income/expense ratios, value, return on investment, and other financial indicators.
  • Evaluates new space requests submitted by client agencies to other divisions for major new or expansion space or major downsizes, and reviews the recommended housing/project solutions for these needs from other Divisions.
  • Provides expert advice and direction and approvals for pricing policy, occupancy agreements, housing plans, financial analyses, schedules, lease terms, performance measures and budget.
  • Coordinates GSA actions with Federal, state and international representatives, agency heads and local officials under provisions of the Intergovernmental Cooperation Act, National Historic Preservation Act, the National Environmental Policy Act, and other applicable laws and Executive Orders.

The GS-11 salary range starts at $92,123 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is experience independently applying concepts and principles of Real Property Management in order to analyze data and conditions related to real property assets and provide recommendations to senior-level asset managers.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of PBS Business Lines capabilities.
  • Knowledge of capital planning process, including congressional approval process.
  • Knowledge of commercial real estate principles and practices, markets and asset values.
  • Knowledge of interest and discounting theory, cash flow forecasting, investment return measures, and other financial analysis techniques related to income properties.
  • Knowledge of clients and client needs.
  • Knowledge of laws affecting property ownership.
  • Skills in oral and written communication.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
