Summary

Serves as the Spacecraft Chief Engineer (SCE) for the Orion Program and serves as the Agency Engineering Technical Authority (TA) for the Orion Spacecraft's internal compatibility of, and adherence to, the Agency engineering design processes, policies, specifications, and standards with emphasis on human spacecraft systems. Serves as a primary interface with the Orion Program for spacecraft and engineering technical authority direction.

Help

The SCE integrates up through the Orion Chief Engineer who is responsible for the overall TA and integration for the Orion Program. The Chief Engineer operates under the authority of NASA's technical governance model as delegated from the NASA Office of the Chief Engineer (OCE), Johnson Space Center (JSC) Center Director, and the JSC Director of Engineering. The incumbent:

  • Leads the Orion spacecraft engineering team (system managers, subsystem managers, project engineers, software developers, analysts) in the generation of options and balanced technical recommendations to resolve technical issues and brings them forward to the Orion Program Chief Engineer and Orion program management for final resolution
  • Provides expertise in the principles of spacecraft structures, mechanical systems, power generation and distribution, propulsion systems, thermal control, environmental control and life support systems, aerodynamics, and engineering simulation.
  • Provides final expert recommendations on the design of flight systems projects characterized by constantly changing physical environment or other similar variables and unknowns affecting planning and design criteria and critical problems with respect to cost and schedule.
  • Serves as the principal technical counterpart to the Orion Program partners and is the NASA Orion representative to the Orion Engineering Review Board and ad-hoc Failure Review Boards. Serves as the Engineering co-chair of the Orion Safety and Engineering Review Panel.
  • Is accountable for the technical adequacy for the Orion spacecraft and approves changes to and waivers of Engineering Technical Authority owned spacecraft requirements.
  • Provides in-depth knowledge of aerospace design, manufacturing, and test methods and performs spacecraft needs analysis, directs studies, briefs management, and plans and coordinates budgeting resources.

Qualifications

SPECIALIZED EXPERIENCE:
Candidates must be a recognized subject matter expert with at least 1 year of directly related experience equivalent to the GS-15 level in technical management, aerospace design, program and project management activities including systems engineering and integration for complex systems, and operation of intricate flight systems.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.

Additional information

The selectee receives a temporary promotion and serves for a period of 3 to 5 years. Upon conclusion of the temporary promotion, the selectee will then return to an appropriate position at a grade level no lower than the grade previously held. This temporary promotion may be converted to a permanent appointment without further competition. This temporary promotion may be terminated at any time.

Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
