Summary

This position is located in the Department of Veterans Affairs (VA), Office of Information Technology (OIT), Software Product Management (SPM). OIT/SPM is responsible for the comprehensive portfolio management.

Major Duties:

  • Utilizing Project/Product Management to meet the needs of customers by acquiring project estimates, defining and documenting the project/product vision and prioritizing tasks.
  • Collaborates with financial managers, develops plans, policy and procedures for financial reporting matters.
  • Executes the life cycle change process of applications, and implements design changes in response to changes in customer functional requirements.
  • Plans and designs systems architecture, determines and designs applications architecture.
  • Provides technical expertise and guidance to program managers, functional analysts, user representatives and other stakeholders regarding technical strategies for enterprise software systems.
  • Maintains and advances deep technical and domain knowledge of VA enterprise software.
  • Assists senior management with efforts to ensure adherence to development processes.
  • Evaluates project schedules and technical resources and allocations to ensure successful development of approved software applications.
  • Develops leading edge strategies, standards and policies for developing advanced computer software applications.
  • Analyzes and coordinates multiple, complex application, integration and development projects using approved principles and guidelines.
  • Acts as a backup of the Mainframe Product Manager and assists with documentation when needed.
  • Performs other duties as assigned.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required lifting and carrying computer equipment such as monitors and printers.

Basic Requirements.

Experience

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience includes: Collaborating with financial managers to develop plans, policy, and procedures for financial systems (Oracle Hyperion Financial Management and Oracle Analytics Server) and related reporting needs; utilizing project management experience to manage project limitations, capabilities, and performance requirements; executing the life cycle change process of applications, and implements design changes in response to changes in customer functional requirements; planning and designing systems architecture, and determining and designing applications architecture; applying experience with Mainframe, Informatica, Power BI and open systems.

There is no educational substitution for the GS-14 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
