Duties

Help
  • Serve as team leader and senior advisor to the Commander of the US Army Corps of Engineers District located in the CENTCOM Area of Responsibility
  • Serves as the District’s technical expert on desktop/laptop and end-user technologies and software
  • Supervise personnel engaged in providing Information Mission Area (IMA) strategic and tactical planning, integration, implementation, and sustainment of automation and communication programs
  • Responsible for managing the District IM team to include reviewing all requirements for desktop/laptop systems to be purchased to ensure compliance with DOD/DA/USACE mandates
  • Incumbent serves as the focal point for District-wide Desktop and End User administration, network management and system administration providing authoritative advice, operational guidance, and program decision-making
  • Develop and maintains business rules for the operation of IM
  • Develops evaluation criteria, and reviews technical proposals, project master plans, contractor statement of work, etc.
  • Responsible for providing review and technical approval for all end-user acquisitions for the District.
  • Participates in the establishment of short and long-range plans affecting the availability of Information Technology (IT) resources.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
  • EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
  • IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.
  • MEDICAL EXAMINATION - This position requires you to satisfactorily complete a medical examination for deployment.
  • PASSPORT AND VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
  • WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
  • LIVING CONDITIONS - The incumbents living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.

NOTE: All deployment tours are limited to a maximum length of 2 years total unless Mission changes require an extension; approval is required

*If you are a current Army employee, this will be a temporary reassignment, promotion, or change to lower grade.

*If you are a 30% Disabled Veteran or Schedule A eligible, you will be placed on an appointment not to exceed 1 year, with possible extension up to an additional year.

*If you are applying with ICTAP eligibility this will be a Temporary/Term appointment not to exceed 12 months/13 months with possible extensions up to two years maximum tour. This appointment would not have the ability to become permanent.

*If you are an Army employee who does NOT have current competitive status, return placement to your permanent position cannot be guaranteed upon the end of your deployment tour. USACE will not be responsible for placement once your deployment tour ends.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for the position based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized Experienceis defined providing expert technical and analytical advice to Commanders in the Area of Responsibility. Directing a team of information technology professionals to provide customer service on matters relating to hardware/software maintenance support, applications support, and internet/intranet web page management; ensuring compliance with Information Security regulations.

My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards;
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support;
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). All qualification requirements must be met within 30 days of the closing date of this announcement.
