USAID Global Health supports some 2,500 personnel from Washington and in missions abroad to deploy vital health programs across the developing world focusing on improving health and health systems to increase equity in global life expectancy and burden of disease. Programs focus on a wide variety of health issues including infectious disease such as HIV, malaria, tuberculosis, neglected tropical diseases; emerging threats such as avian influenza, COVID-19, and Ebola; infant and child programs such as immunization, diarrheal disease, pneumonia and newborn sepsis; maternal health; family planning; and nutrition.
The medical officer should be an authority in medicine and public health with broad biological, clinical, epidemiologic, research, and programmatic expertise that spans these diverse areas to provide technical leadership and advance strategic and operational excellence.
Serves as the primary technical and strategic advisor on the Bureau's full range of global health matters, including service delivery and research. Develops and maintains expert authoritative knowledge of medical and scientific literature on global health and global health security interventions, technology and programs.
Provides medical, scientific, and/or technical guidance to stakeholder governments, health related organizations, and private and public foundations in the development of global health programs, systems, and services.
Serves on inter-agency and international work groups or expert panels to address technical and operational issues in global health. Provides authoritative technical assistance to USAID missions and other parts of the agency in the development and implementation of health programs.
Must be a U.S. Citizen.
Must be able to obtain/maintain a Secret Clearance.

The narrative must demonstrate the necessary level of skills, characteristics, qualities, specialized knowledge, and technical competence that would indicate successful performance in this Senior Level position. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the TQs listed below. This evidence must include clear and concise examples that emphasize the applicant's level or responsibilities, scope, and complexity of assignments, program accomplishments, policy initiatives, and level of contacts. To qualify, candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have the required experience at a senior level (normally equivalent to the GS-15 level in the federal government or equivalent) in the following job-specific Technical Qualifications. To meet the minimum qualification requirements for this position, you must show that you possess the Mandatory Technical Qualifications (TQs), and other qualifications, if applicable, listed below.
TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 - Demonstrated ability to provide strategic direction and develop technical policies for global health interventions and efforts that improve health care access and quality in low- and middle-income countries.
TQ2 - Can work effectively with and garner influence across stakeholders amidst complex political and system dynamics. Able to advance programs and objectives with high-level leaders, including at USAID, other USG agencies, international agencies, Congress and private sector organizations.
TQ3 - Demonstrated authority in medicine and public health with broad biological, clinical, epidemiologic, research, and programmatic expertise that can span to programs across global health and global health security.
TQ4 - Proven qualifications as an experienced health professional advancing health system development in low- and middle-income countries and demonstrating the ability to provide medical, scientific and technical analysis and advice and to serve as a senior medical spokesperson for global health programs.
Graduate Training Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below.
