This position is located in the Hosting and Storage Services group of IT Services Management (ITSM), Center for Information Technology (CIT), National Institutes of Health (NIH), Department of Health and Human Services (HHS).

The position functions as the Chief for Hosting and Storage Services and exercises managerial responsibility for planning, directing, and evaluating the range of activities involved with the acquisition, implementation, and utilization of a secure Hosting Infrastructure.

Duties

  • Provides overall direction and guidance for the establishment of NIH-wide on-premises and cloud-based Hosting and Storage technologies.
  • Oversees the general day-to-day operations of CIT's Hosting and Storage Services Program Area, with a focus on cybersecurity, consistency, reusability, and integration of a substantial product portfolio to provide secure enterprise-wide cloud-based solutions and technologies.
  • Collaborates with the NIH and CIT Chief Information Security Officers (CISOs) and their staffs to ensure the reliability, accessibility, integrity, and confidentiality of assigned programs and services, and to prevent and defend against unauthorized access to CIT, NIH, and HHS systems, networks, and data.
  • Serves as a senior member of the Service Area Management Team and participates in the development and implementation of Service Area-level program goals, objectives, plans, and policies.
  • Acts as point of contact with external stakeholders and provides technical expertise to guide product and application development teams through the acquisition and implementation processes.
  • Implements cross-cutting operational initiatives to improve operational performance, including creating baseline needs assessments and developing a solid administrative infrastructure.
  • Assigns, reviews, manages, and evaluates the work of government employees and contractors assigned to the Hosting and Storage Services Program.

Qualifications

In order to qualify for the Supervisory IT Program Manager (INFOSEC), GS-2210-15 position, you must have IT-related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess each of the following four competencies:

  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail;
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services;
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately;
  • Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You must demonstrate in your resume that you have at least one (1) year of qualifying specialized experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector typically gained in the IT field or through performing IT related tasks such as: managing the provision of hosting and storage services for a biomedical research organization; developing goals, objectives, and policies for the delivery of hosting and storage services; managing the development, acquisition, implementation, and utilization of integrated hosting and storage systems, technologies, and solutions; managing information security and cybersecurity responsibilities of hosting and storage services; developing and managing program resources; and providing supervision or direction to other staff and contractors in providing hosting and storage services.

You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
