The Bureau of the Fiscal Service Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government. Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:

  • Successful completion of at least 1-year of continuous service;
  • Completion of at least 40 hours of interactive training;
  • Demonstration of successful job performance; and
  • Meet the qualification standards for the position to which the Recent Graduate may be converted.

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Responsible for highly technical work in the areas of selection and placement of employees in assigned organizations. Provide advisory services to managers to assist them in filling positions from sources which best meet the needs of the organization in terms of productivity, short- and long-term staffing plans, and total objectives, including affirmative action, diversity, and Equal Employment Opportunity.
  • Implement the merit staffing program by ensuring that all human resource actions comply with the provisions of the applicable merit staffing plan and negotiated agreements (if applicable).
  • Conduct qualification analyses for all types of positions filled including the most complex professional and administrative positions.
  • Work closely with management and supervisory officials to identify staff acquisition methods to facilitate hiring and reach well qualified candidates using appropriate sources.
  • Furnish supervisors and managers with technical assistance in their preparation of current, accurate, and adequate position descriptions.

The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.). For more information on education requirements go to Treasury's Pathways Program.

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

To qualify for the grade GS-7 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: 1 full year of graduate level education (18 semester hours, 27 quarter hours or equivalent) in an accredited college or university.
OR
You may have a bachelor's degree and meet one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.
OR
B. Specialized Experience: You may qualify with one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05grade level in the Federal service. Specialized experience for this position includes: skill in applying a body of Human Resources (HR) rules, (such as regulations or policies) to provide information and ensure compliance. Examples of such experience might include:

  • creating reports using HR data
  • applying guidelines to perform entry level human resources work providing assistance to managers and employees on basic pay, overtime, or leave entitlement
  • explaining retirement or benefit options to employees
  • assisting employees or managers on workers' compensation claims
  • conducting training needs surveys to help managers anticipate development and training needs for their staff

To qualify for the grade GS-5 level, you must meet the following requirements:
A. Education- In the Recent Graduates Program you may qualify based solely on education as follows: completed 4 full years of education above high school leading to a bachelor's degree.
OR
B. General Experience: You may qualify with three years of general experience, one year of which must be equivalent to at least the GS-4 level in the Federal Service. General experience for this position includes analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; planning and organizing work; and communicating effectively in-person and in writing. Examples of such experience might include making determinations of:
- determining creditable service
- the eligibility of an employee for benefits
- reconciliation of records
- reviewing documents for completeness
- applying appropriate standards in determining the titles, grades, and series codes of lower-grade positions
- counseling employees on a variety of minor disciplinary problems.
OR
C. You may qualify for either grade a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To receive any credit for your work experience, please indicate dates of employment by month/year, and indicate the number of hours worked per week, on your resume.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
