Summary

The Office of Acquisition and Logistics (OAL), under the leadership of the Executive Director, OAL and Senior Procurement Executive (SPE) provides Department-wide acquisition management and oversight for policy development, workforce development, supply chain management and acquisition business system management. The OAL, Project Management Office (OAL, PMO), is responsible for the day-to-day project management for the modernization and transformation of acquisition systems.

Major Duties:
  • Provide guidance for the application of acquisition business systems and procedures by Department staff and acquisition field offices.
  • Sere as a Senior Procurement Analyst in acquisition program/project management and provide support and oversight in VA's development, transformation, and implementation of VA modernization efforts.
  • Provide knowledge of government acquisition operations, statutes, executive orders,
  • policies, and regulations to interpret procurement regulations and policies, provide oversight of acquisition functions and acquisition internal controls at the department level, and advise senior leadership on procurement issues which involve controversy, legislative and industry interest.
  • Build on federal mandates to optimize acquisition systems functionality, user capabilities, improve productivity, business intelligence, and data quality.
  • Assure compliance with the governance in various overarching programs such as Acquisition Management, along with other federal mandates related to modernizing acquisition business systems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2023.

Individual Occupational Requirements: This position includes an individual occupation requirement. Applicants who do not meet basic education requirement are ineligible for further consideration. Education: A four-year course of study leading to a bachelor's degree with a major in any field

OR

At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

You may qualify based on your experience as described below.

Specialized Experience GS-14: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined government acquisition operations, statutes, executive orders, policies, and regulations to interpret procurement regulations and policies, provide oversight of acquisition functions and acquisition internal controls at the department level, and advise senior leadership on procurement issues which involve controversy, legislative, and industry interest; experience in mastery of procurement principles and technical or program requirements to plan, make decision and/or recommendations that significantly affect the content, interpretation, or development of complex, long-rang, or interrelated agency policies and programs concerning the management of procurement issues; experience in negotiation techniques, cost/price analysis, legal and regulatory interpretations, unique terms and conditions, subcontracting requirements and complex technical specifications; experience also includes oral communications in presenting sensitive recommendations to senior level managers and executives, written communications sufficient to develop and implement internal management documents and correspondence pertaining to acquisition policies and procedures.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

To receive credit for experience in your resume that is not within the official series and grade level of your position, you must provide official documentation of such experience as indicated above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
