Duties

Help

This position is located in the immediate Office of Inspector General (OIG) of the U.S. General Services Administration (GSA). The purpose of this position is to provide for the daily monitoring and execution of the Inspector General’s statutory duties to keep the Congress informed of oversight activities performed in accordance with the Inspector General Act and other applicable laws.  This includes submission of legally required reports, advocacy for budget requests, tracking and analysis of legislation, and responding for inquiries and correspondence from Committees and Members of Congress and their staffs. Some of the responsibilities of this position include, but are not limited to, the following specific duties:

  • Assure that GSA OIG senior leaders are aware of Congressional initiatives that have potential to impact GSA OIG oversight work, budget or operations by monitoring Congressional hearings, tracking the progress of proposed legislation, reading and understanding the impact of the legislation, and preparing reports and briefings to OIG leaders.
  • Lead the preparation of senior OIG officials to deliver testimony in Congressional hearings.
  • Lead the OIG-wide preparation, coordination, publication and delivery of the Inspector General’s legally required Semiannual Report to the agency, the Congress and to the public.
  • Receive and analyze inquiries from Members and Committees of Congress and their staffs, and lead in preparing the response to such inquiries.
  • Form and maintain working relationships with staff members of all Congressional Committees with oversight, authorization or appropriations jurisdiction over GSA.
  • Rapidly provide to all appropriate Congressional Committees copies of documents issued to the agency by the OIG which contain recommendations.
  • Manage and maintain all correspondence to and from Congress.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

Qualifications

The GS-14 salary range starts at $132,368 per year. The GS-15 salary range starts at $155,700 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

Requirements for Qualification at the GS-14 level:
To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is experience providing expert guidance and assistance on policies and programs of a legislative and/or congressional nature; communicating with Members of Congress and government officials; researching, developing and drafting issue papers and similar correspondence; assisting in the development of communications that inform and educate Congress and staff members on legislative affairs, legislation, and/or Executive Orders.

Requirements for Qualification at the GS-15 level:
To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is planning, designing, and directing an effective national congressional program including overseeing and providing related activities and services; managing and overseeing critical internal and external congressional communications, legislation and Executive Orders; and developing and implementing strategic congressional communication plans.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Extensive knowledge of executive and legislative branch relationships and the skill to initiate productive contacts and provide effective responses to Members of Congress and their staffs.
  2. Knowledge of the legislative, appropriations, and oversight processes of the United States Congress and the ability to analyze, proposed legislation, regulations, and policies that impact the mission and operations of the OIG.
  3. Ability and skill in overseeing the development of written materials to convey information concerning complex programs and functions to others who have diverse levels of understanding the OIG's mission and related activities to the public and to Congress.
  4. Interpersonal communication skills and abilities sufficient to represent the views and policies of the OIG, and to negotiate with officials at various levels of government and to promote overall objectives of the OIG, including establishing and maintaining effective working relationships with stakeholders.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 93 - 100
  • Well Qualified = Candidates scoring between 85 - 92 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
