This National Guard position is for a UAS OPERATING FACILITY (SUPERVISORY) (Title 32), Position Description Number D2691000 and is part of the OK AASF 1, Oklahoma Army National Guard.
Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a UAS OPERATING FACILITY (SUPERVISORY) (Title 32), Position Description Number D2691000 and is part of the OK AASF 1, Oklahoma Army National Guard.
This position is open to current members of the Oklahoma Army National Guard within the military grades of WO1 through CW4 or willing and eligible to become a member of the Oklahoma Army National Guard within these grades.
The primary purpose of this position is to serve as the Army National Guard Facility Commander for the states Unmanned Aircraft System Operating Facility (UASOF) as the Senior Advisor and Subject Matter Expert on all matters pertaining to UAS to include, training, testing, evaluation, maintenance, safety, environmental issues, employment, operation, funding, tactics, acquisition, and UAS doctrine development. Supervises instruction/certification of all UAS Operators and Maintainers for the Army National Guard. Works within broad objectives based on the long-term missions to achieve maximum operational readiness rates. Independently formulates, plans, and programs, and executes assignments under administrative program direction. Supervises strategic training management. Facilities and equipment managed include integrated or standalone structures, UAS Airfields or manned airfield land areas, Motor Pools and Special Use Airspace. The facility employs full time state technicians engaged in training and training support for 28 UAS Operators and Maintainers including officers, warrant officers, and non-commissioned officers. The primary knowledge requirement for the position is the ability to manage and direct the various UAS Aviation training programs under operational and strategic directives.
Program direction/personnel management: Technically supervises UAS Training Instruction and support personnel engaged in carrying out the assigned mission in accordance with Aviation Regulations and Training.
Delegates authority to subordinates approving or rejecting proposed operating plans and approaches.
Makes decisions on work problems presented by subordinates or team leaders.
Evaluates subordinates and serves as the reviewing official on evaluations of non-supervisory employees.
Makes/approves selections for subordinate non-supervisory positions.
Hears and resolves group grievances or serious employee complaints; reviews and approves serious disciplinary actions involving non-supervisory subordinates.
Makes decisions on non-routine, costly, or controversial training needs and training requests related to the UASOF and the demands of unit readiness.
Approves Additional Flight Training Periods.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to mission accomplishment and promotes team building.
Program Planning: Coordinates matters concerning the operations, training and use of ARNG aircraft, including Safety, Aircraft Maintenance, Flight Operations, Standardization, FHP, and AFTP portions of the ATP with the unit commanders.
Continually reviews and evaluates the total training program for attainment of objectives.
Analyzes the overall training responsibility and objectives for the purpose of establishing, managing, and maintaining effective plans and organization for the execution of UAS programs.
Devises an effective, economical organizational structure, manpower requirements, and functional breakdown, and assures effective workload distribution and full utilization of personnel skills and abilities in consonance with program objectives.
Evaluates balance among various programs while analyzing and resolving problems. Identifies and eliminates marginal activities and makes other manpower changes as dictated by technical advancements in training, slippages, or changes in higher authority goals and/or priorities.
UASOF Supervisor Responsibilities: Coordinating support for training requirements with commanders of aviation units and elements with aircraft assigned to the UASOF or Aviation Facility.
Supporting ACMs so they may attain and maintain readiness, proficiency and currency IAW TC 3-04.11, applicable NG Supplements, and the appropriate Aircrew Training Manual (ATM).
Supervising individual crewmember training and ensure effectiveness of all training through the standardization program.
Integrate individual crewmember training with aviation support missions.
Advising and assisting commanders concerning the use of Army aircraft and their responsibilities for aviation personnel, equipment, standardization, safety, training and accident prevention programs.
Oversight of Unit/Facility Crew Endurance programs and policy and ensure this readiness and risk management factor is available to the Operations Officer, FMAA, MBO, and AC or IO/SO as required.
Allocating and scheduling aviation assets so that each crewmember may meet minimum flight requirements in support of the Unit ATP.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: WO1 through CW4
GENERAL EXPERIENCE: Must possess experience, education, or training interpreting, explaining, and/or applying a variety of regulations and procedures. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training arranging or procuring transportation for personnel, cargo or freight. Experience in non-routine pre and post auditing of freight bills, bills of lading, and personnel transportation vouchers. Experience coordinating and negotiating with organizations/personnel both orally and in writing to resolve differences/problems. For positions requiring supervisory functions, experience which included responsibility for the supervision and management of personnel. For Supervisory Positions, add the following Specialized Experience: Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Mastery of advanced management and organizational principles and practices including knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex multiservice, coalition, and interagency missions. In depth, integrated and comprehensive knowledge of Command, Control, Intelligence, Surveillance, and Reconnaissance (C2ISR) policies and procedures. Projects often require planning and coordination at a scope that requires a team effort and also require highly adaptable approaches to specific theater/mission requirements often driving new approaches to identify meaningful workload factors, performance quality levels and assessment/measurement of applied techniques.
In depth, integrated and comprehensive knowledge of the mission crew positions to include: UAS Operators, Instructors and Crew Chiefs.
Mastery knowledge of airspace management procedures, mission analysis, allocation, distribution, and positioning of resources, air control procedures, tactics and techniques, operating procedures and relationship among air and ground forces. Expert analyst who has mastered the application of qualitative methods for assessment and improvement of program effectiveness or the improvement of complex management process and systems involving Unmanned Aircraft.
Expert knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration and effective command of Aviation Facilities. Knowledge of Aviation, Ground Safety and OSHA program goals and objectives and the UAS Operations Facility.
Knowledge and skill in oral and written communication techniques and the ability to communicate clearly, concisely and effectively.
Knowledge of training concepts and practices and the ability to provide instruction and training that maintains the highest level of combat mission-ready proficient crew members.
Comprehensive knowledge and skills necessary to design and oversee effective training in areas of expertise, utilizing the latest and most technologically advanced training aids, materials and equipment available in the subject matter area, innovating as necessary.
Expert knowledge of the Command and Control organization, programs, missions, functions and policies to be able to integrate the units operations into those of the active duty supported units.
Comprehensive knowledge of the mobilization process, procedures and practices.
In-depth knowledge of the units mission requirements, training programs, and aircraft performance capabilities to manage mission operations. Knowledge of long range planning for effective crew training.
Thorough knowledge of weapons control fundamentals, meteorology, flying directives and aircraft system operating procedures.
Knowledge of surveillance and data equipment, surveillance situation analysis, detection, tracking, reporting, display and dissemination of air situation and tactical threat information.
Knowledge and skill in airspace and data link management including air traffic separation standards.
Comprehensive knowledge of inter-operability and integration of command, control, communications, computers and intelligence.
Knowledge and capability to comprehend, plan, coordinate and apply communications methods and analytical techniques.
Knowledge of mission planning activities and the knowledge and skill to interpret ATO's and SPINS.
