The purpose of this position is to directly support the development and execution of policies, programs, and procedures implementing integrated primary prevention activities relating to sexual violence, averting harm or abuse before it occurs.

The purpose of this position is to directly support the development and execution of policies, programs, and procedures implementing integrated primary prevention activities relating to sexual violence, averting harm or abuse before it occurs.
As a SEXUAL VIOLENCE PREVENTION SPECIALIST (PREV WF), GS-0101-12, you will perform the following duties:
Acts as subject matter expert (SME) on Integrated Primary Prevention (IPP) as applied to sexual violence prevention. Advances policies outside of the existing Sexual Assault Prevention and Response (SAPR) office for equities specific to sexual violence primary prevention. Facilitates dialogue between state programs, divisions, directorates, and other areas to capture existing upstream drivers and measures relevant to the earliest prevention of sexual violence. Maintains insight into the National Guard Bureau (NGB) IPP office to track efforts, measurements, and councils. Supports engagement in existing state tools and programs. Establishes measures of effectiveness in the primary prevention of sexual violence. Consults with and obtains consensus with NGB IPP SME cell. Supports the Joint Force Headquarters' the Primary Prevention Officer in the development and execution of The Adjutant General's (TAG) primary prevention strategic plan. Assists TAG, Assistant TAG, IPP Officer, directorate, and division-level leadership with data-informed courses of action to appropriately resource sexual violence primary prevention activities and requirements throughout the state. Establishes, revises, and reviews policies, procedures, mission objectives, and organizational design to eliminate barriers to mission accomplishment.
Assists with IPP needs assessments. Collects qualitative and quantitative data. Conducts continual collection and analyses of S/T/DC, Wing/Region activities relative to integrated sexual violence prevention to ensure program fidelity. Utilizes outcome data and metrics from the civilian sector within their S/T/DC or region for comparison to NG data. Works with other JFHQ Directorates and offices to evaluate relevant NG programs for effectiveness and impact on the primary prevention of sexual violence. Reviews homogeneous environmental/climate survey data (collected from Wing/Brigade) analyzes for sexual violence outcomes, and shares findings with appropriate stakeholders. Recommends changes to surveys and trainings (qualitative and quantitative), as appropriate, to ensure maximum insight into NG sexual violence data. Obtains approval for training or evaluation revisions from NGB counterpart.
Maintains an understanding of SAPR policies and the working dynamics between primary prevention and response. Maintains collaborative relationships with the JFHQ, Air National Guard (ANG) Wing/ Army National Guard (ARNG) Brigade SAPR program managers, the NGB Sexual Violence Primary Prevention SME, and other relevant support programs. Has an in-depth knowledge of the programs, policies, and processes which drive ARNG and ANG sexual assault case management and response programming within their S/T/DC. Maintains a parallel and clearly defined supporting role to the JFHQ SAPR office's data collection efforts and champions prevention messaging with sensitivity to pre-existing trauma. Coordinates with Sexual Assault Response Coordinators (SARCs) to secure access to de-identified data that will be used for developing products, statistical analysis, tracking, reporting, evaluating program effectiveness, and conducting research for the primary prevention of sexual violence.
Supports and participates in state-level committees, boards, and working groups. Provides sexual violence prevention data to Wing/Region Primary Prevention Integrators (PPIs). Provides sexual violence prevention metrics to all councils and boards within the S/T/DC in coordination with and as requested by the IPP Officer. Coordinates with SARC to ensure alignment of messaging to JFHQ council or board leadership regarding sexual violence. Serves as the Wing/Region PPI's point of contact for all sexual violence prevention efforts and conducts Site Assistance Visits (SAVs) to the Wing/Region's as required. Assists the JFHQ IPP SME cell in facilitating meetings and working groups in accordance with applicable policy and official guidance, as needed. Meets regularly with other members of the JFHQ IPP cell to facilitate the dissemination of information to the NGB and to the Wings/Regions. Liaises, where appropriate, to capture prevention trends pertinent to sexual violence prevention.

Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: 1 year specialized experience equivalent to at least the next lower grade level. Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
