The position is in the Office of Audits.

The following are the duties of this position at the EL-13. (Equivalent to the GS-13) However, the position that you are applying to is at a lower grade. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

- Assist in developing overall work plans, strategies, and objectives. Plan, direct, and execute audits related to the programs and operations of FHFA.
- Conduct audits, including determining what information should be reviewed, and when and how to obtain information; develop and/or modify methods to ensure thorough and accurate data is collected; review documentation, interviews, observations, sampling data, and case files; and setting up test programs to validate computer systems and other data.
- Develop audit reports explaining program differences from criteria and recommend improvements to program operations when necessary; and create special reports as audits progress, covering program deficiencies where immediate corrective action is required.
- Review and finalize audit documentation and reports which are timely, well-written, complete, and supportive of the findings.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; [or intended graduation is no more than 9 months from date of application. However, you must graduate prior to being appointed to the position.)

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.


Specialized Experience: For the EL-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-07 grade level in the Federal service. Specialized experience must include:

- Experience assisting in developing audit plans and modifying them during the course of audits; AND
- Experience evaluating processes or procedures to identify deficiencies.

OR

Education: In the Recent Graduates Program, you may qualify based solely on education as follows: 2 years of progressively higher-level graduate education leading to a master's degree.

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized Experience: For the EL-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-05 grade level in the Federal service. Specialized experience must include:

- Experience obtaining and evaluating audit documentation for accuracy; AND
- Experience researching laws, regulations, guidelines, and approved procedures to provide findings.

OR

Education: In the Recent Graduates Program, you may qualify based solely on education as follows: 1 year of graduate level education or superior academic achievement.

OR

You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

Education

Education Requirements:

A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

- A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination: or
- Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

FHFA-OIG may convert a Pathways Recent Graduate non-competitively to term or permanent positions in the competitive service. The target position upon conversion is a EL-7/9 with a full performance level of a EL-13. However, conversion is not mandatory or guaranteed. Recent Graduates must be U.S. citizens and meet the following requirements to be eligible for conversion:

  1. Complete at least one year of continuous service;
  2. Demonstrate fully successful job performance consistent with the applicable performance appraisal program;
  3. Meet the OPM Qualification Standards for the competitive service position to which she or he will be converted;
  4. Meet any other agency-specific requirements outlined in her or his Participant Agreement; and
  5. Receive a recommendation for conversion from her or his first-level supervisor.
