A SEXUAL ASSAULT PREVENTION & RESPONSE COORDINATOR, GS-0101-12, Serves as the Wing Sexual Assault Prevention and Response Coordinator (SARC) to comply with Department of Defense (DOD) and National Guard Bureau (NGB) requirements to institute and administer secondary prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the Wing CDR. Establishes sexual assault reporting process and accomplishes documentation for the Wing program while coordinating and collaborating with the State SAPR and subsidiary Wings within the State. Advises and provides direction to Wing personnel regarding SAPR policy, guidance, requirements, and processes. Serves as the Wing CDR's consultant and coordinator for sexual assault secondary prevention activities involving the institutionalization of respect and the Air/Army core values throughout the spectrum of human relations activities. Develops Wing plans (to include spend plan routed to the State SAPR for approval), programs, and guidelines. Executes budget geared to the Wing population and organization to address sexual assault prevention and response. Constructs and/or adjusts the Wing plans, milestones, and evaluation measures (including metrics) to garner success in meeting goals and objectives. Creates and implements a communication strategy to expand awareness and knowledge of reporting options for sexual assault at the Wing. Presents opportunities for command emphasis on core values and positive behavior. Implements secondary prevention programs relating to sexual assault. Assists individual commanders with addressing behaviors that lead to sexual assault through a comprehensive education and awareness program. Routinely stays abreast of state-of-the-art training materials, delivery methods, and activities to promote efficient and effective training. Consults on and coordinates activities in other areas of human relation needing secondary prevention efforts. Regularly evaluates the Wing sexual assault climate, programs, response capabilities, core values, and training needs. Builds and maintains a Wing response and victim support system which addresses a wide variety of issues and problems. Partners with the Wing/JFHQ Director of Psychological Health (DPH) and/or Behavioral Health Officer (BHO) to address intimate partner violence. Interacts with Equal Opportunity personnel and/or State Equal Employment Manager (SEEM) to address unlawful discrimination and sexual harassment. Establish contacts and relationships that directly affect victim care that may include, but not limited to: State SAPR PM, subsidiary Wing SARCs, to include Alt SARCs, VAs, Special Victim Council (SVC), Chaplains, Director of Psychological Health (DPH), Behavioral Health Officer (BHO), Surgeon General's Office, Provost Marshall, Staff Judge Advocate (SJA), Equal Opportunity personnel, and First Sergeants. Cultivates partnerships with civilian resources such as Veterans Affairs, Sexual Assault Nurse Examiner, local law enforcement, community mental health, medical, and crisis centers, and state coalitions. May work directly with The Adjutants General, Assistant to The Adjutants General, State Staff Judge Advocate and Public Affairs Officer to maintain victim support as requested by the State SAPR PM. Guarantees 24/7 response capability and victim advocacy by D-SAACP credentialed personnel. Coordination of victim care will be accomplished with State SAPR PM to provide a comprehensive response to victim needs. Confirms that victims are supported and have continuity of care regardless of administrative and/or legal action. Oversees the plan and secures resources for the immediate safety and physical needs of the victim. Publicizes and advertises the local and state SAPR 24/7 response line(s), the DOD Safe Helpline information, and reporting procedures for sexual assaults. Performs warm handoffs to other agencies as needed/requested/required. Assures availability of information on the full range of military and community services available. Ensures that victims are treated in a dignified, respectful, and considerate manner by all assisting personnel. Works with the appropriate agencies to keep the victim reasonably informed if prosecution is on-going while coordinating with servicing legal office. Continuously communicates and updates command and the engaged victim care providers of case status, victim's well-being, and barriers to support resources availability.

  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May be required to successfully complete a probationary period
  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Required to obtain and maintain the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain the annual continuing education training requirements.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

GENERAL AND SPECIALIZED EXPERIENCE QUALIFICATIONS REQUIREMENTS:
GS-11 and above - Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or
professional personnel, or substantive administrative support functions.

Basis for Rating: Qualified candidates will be assigned to one of the following areas of consideration (AOC) based on the Minnesota National Guard Merit Placement Plan:

  • Area 1: Current On-board Title 5 Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Minnesota National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Minnesota National Guard or Office of Personnel Management agency. This does not apply to Temporary Technicians or Temporary Employees
  • Area 2: Current On-board Excepted Title 32 Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) - Only those Minnesota National Guard employees who are in permanent technician status as result of being competitively hired within the Minnesota National Guard agency.
  • Area 3: Current On-board Federal Employees (Tenure: 1-Career, 2-Conditional, 3-Indefinite?) from another Federal Agency nationwide who are in permanent technician status as result of being competitively hired within that agency. I.e. Title 5 employed outside of the MNNG, Title 5 USAFR.
  • Area 4: All federal re-employable eligible employees. (used as a way to attract federal experience without considering all U.S. Citizens - can reach retirees)
  • Area 5: U.S. Citizens (to include current ARNG and ANG members.)
Basis for Rating Area 5: Qualified candidates will be assigned to one of three quality categories: Best Qualified, Highly Qualified and Qualified. Veteran preference eligible are listed ahead of non-preference eligible within each quality category.
  • Best Qualified. Candidates in this category possess exceptional skills and experience to exceed well above the minimum requirements for the announced position.
