Duties

Help
  • Serves as a reference librarian, providing comprehensive reference, research, advisory, and instructional services to a variety of staff and stakeholders at various levels throughout the Census Bureau.
  • Conducts research by using a variety of research information sources and types.
  • Operates the circulation desk, including registration of borrowers for library and database accounts; charging and discharging library materials; sending overdue notices; and providing reserved books.
  • Conducts staff discussions and meetings concerning library issues and operating concerns.
  • Develops multiple planning, marketing, and outreach activities.

Basic Requirement: To qualify for this position, you must meet one of the basic requirements described below.

1. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

2. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience:

For the GS-9, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-7 in the Federal service.

Experience for this position includes: assisting senior librarians with providing reference assistance, reader's advisory and information about relevant library resources to a variety of staff and stakeholders; guiding customers in the use of on-line catalog, reference and circulation collections; utilizing various research databases and library systems; and assisting senior librarians with performing marketing and outreach activities.

OR

Education: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., when education is directly related to the position being filled, may be substituted to meet the experience requirement.

For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-9 in the Federal service.

Experience for this position includes: providing reference assistance, reader's advisory and information about relevant library resources to a variety of staff and stakeholders; guiding customers in the use of on-line catalog, reference and circulation collections; interpreting and adapting to guidelines (e.g. library and agency information policies, regulations, operating procedures, and cataloging rules and formats, etc); developing and maintains online tutorials, research guides, bibliographies, alerts, and other resource discovery tools to assist users with navigating the library's print and digital content; conducting staff discussions; developing marketing and outreach activities.

OR

Education: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.

For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service.

Experience for this position includes: providing reference assistance, reader's advisory and information about relevant library resources to a variety of staff and stakeholders; guiding customers in the use of on-line catalog, reference and circulation collections; interpreting and adapting to guidelines (e.g. library and agency information policies, regulations, operating procedures, and cataloging rules and formats, etc); developing and maintains online tutorials, research guides, bibliographies, alerts, and other resource discovery tools to assist users with navigating the library's print and digital content; conducting staff discussions; reviewing the library's print collection on an ongoing basis and making recommendations to supervisor, including identifying gaps in the collection and proposing materials; and developing marketing and outreach activities.

There is no education substitute for specialized experience at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer.
