Duties

Help
  • Serve as the Southwestern Division's (SWD) Civil Works HTRW expert, providing independent technical review and technical guidance to SWD districts on proposed investigations and completed products.
  • Serve as a senior Hazardous, Toxic and Radioactive Waste (HTRW) subject matter expert for the full range of reimbursable environmental remediation, environmental engineering and environmental compliance programs.
  • Keep customers appraised of program execution status through periodic project and financial reviews.
  • Assist other RPEC environmental project managers and technical managers who have been assigned projects within their program area with funding needs, customer concerns, and procedural advice.
  • Responsible for managing the accomplishment of project planning, acquisition strategy development, scope preparation, contract pre-award activities, and contract post-award administration of major environmental projects for assigned program areas.
  • Represent the District Commander, serving as the district's primary point of contact for assigned projects with customer, federal, state and local government agencies, congressional interests, other external organizations and higher authorities.
  • Control and manage project milestones and budgets from planning through project completion.
  • Monitor execution of assigned work may be conducted using in-house resources, Architect-Engineer contracts, various service contracts or the large indefinite quantity remediation contracts, or other types of contracts.
  • Provide technical input into various activities through the remedial investigation/feasibility stage, work plans/Quality Assurance Project Plans (QAPP), site characterization, risk assessments, and screening of alternative treatment methods.

The RPEC has duty stations in: Fort Worth, TX; Galveston, TX; Little Rock, AR; and Tulsa, OK Salary posted is a range for the standard RPEC duty station localities and will be adjusted to the locality of selectee's physical duty location.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. SPECIALIZED EXPERIENCE: One year of specialized experience which includes experience performing at least 2 of the 3 following duties: 1) Exercising project management duties for environmental remediation/restoration projects to include monitoring progress to ensure activities are completed on time and within budget; AND 2) Conducting field engineering or environmental engineering analyses on projects for hazardous waste, environmental remediation/restoration, or air quality; AND 3) Communicating with customers, stakeholders, or state/federal agencies regarding environmental investigation, design, or remediation activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
