As a Duty Scientist, you will perform the following duties:

- Analyze Tsunami Warning System (TWS) data and raise results to senior specialists on for review and dissemination, provide TWS data to be used for recommendations on community plans and procedures in case of tsunami warning, assist with the implementation of real-time seismic and sea level operational software.
- Participate in research and special studies for regarding TWC operations. Provide basic operational support to scientists regarding improving or enhancing TWC products and services. Provide basic dissemination of scientific products.
- Participate in studies with local staff designed to capitalize on or incorporate new science/technology/local techniques towards enhancing WFO preparedness objectives. Encourage, promote and assist with preparedness for local disaster plans. Participate in TWC drills, exercises, and regularly scheduled communication tests.

Duties described above are at the GS-11 level of the position, the GS-09 grade level is developmental to prepare for the GS-11 target 13.

Cost of Living Allowance (COLA) for Palmer, Alaska is 3.53% and 9.28% for Honolulu, HI is not federally taxed. The COLA is not reflected in the locality salary shown in this vacancy announcement. COLAs are exempt from Federal income taxes; post differentials are not.

Applicants must have completed, within the previous two-years, a qualifying bachelor's, master's, professional, or doctorate degree or certificate from a qualifying educational institution.

Exceptions are made for veterans, as defined in 5 USC 2108 , who, due to military service obligations, were precluded from applying to the Recent Graduate Program during the two-year eligibility period described above. Veterans have a full two-year period of eligibility upon their release or discharge from active duty. The eligibility period shall not extend beyond four years from the date of academic completion.

Qualification Requirements

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience or a substitution of education for experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

1301 Education requirements

  1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
  1. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

1313 education requirements
  1. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.).
or
  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education.

1360 education requirements
  1. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.
or
  1. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.

This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify for the GS-09 level:
One full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following:

  • Gather Physical Science, Geophysics, or Oceanographic data and provide to higher level specialists for review and analysis.
  • Provide assistance to higher level specialists in research and basic studies for Physical Science, Geophysics, or Oceanographic products and services.
OR

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher education leading to a degree in physical science, geoscience or oceanography, or a related discipline.

OR

COMBINATION: A combination of education and experience as described above. (Note: only education in excess of one year is qualifying at this level.)

To qualify for the GS-11 level:
One full year (52 weeks) of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience MUST include all of the following:
  • Gather and analyze Physical Science, Geophysics, or Oceanographic data and provide to higher level specialists for verification of analysis.
  • Participate in research and basic studies for Physical Science, Geophysics, or Oceanographic products and services.


OR

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher education leading to a degree in physical science, geoscience or oceanography, or a related discipline.

OR

COMBINATION: A combination of education and experience as described above.
Note: only education in excess of two years is qualifying at this level.

This position requires proof of higher education, you must submit an unofficial transcript or a letter from your college or university with your graduation date.

Education completed in foreign colleges or universities: Must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. A listing of these accredited organizations can be found on the Department of Education's website. You must provide a copy of the letter containing the results of the equivalency evaluation with a course by course listing along with your application. Failure to provide such documentation by the closing date of the announcement will result in lost consideration.

College Transcript: Applicants must submit a copy of their college transcript that lists college courses, course title, and number of credit hours. If you have a future graduation date, you must provide a letter from the school registrars' office that includes the name of the student/applicant, the name of the school, and verification of your anticipated graduation date. The transcripts or letter must indicate that the degree has been conferred.
