This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts. This position will perform the following duties:

  • Serves as a senior expert Services Acquisition Program Manager and implements and facilitates programs to support emerging innovations in acquisition. Leads process improvement, systems modernization, and user experience initiatives and teams related to either of the following for services: Supplier Experience, Customer Experience, Pricing Intelligence, Content and Engagement Strategy, or other aspects of the Services Acquisition Experience as needed.
  • Contributes towards the vetting of the acquisition process modernization to evaluate feasibility, impact, and regulatory compliance. Investigates services acquisition practices and identifies uniformity and process improvement possibilities. Communicates with the Services Marketplace leadership regarding projects, process change, and potential outcomes and benefits.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve project and operational effectiveness and/or complex processes and systems. Reviews specific goals and objectives; monitors the sequence and timing of key project events and milestones and evaluates overall project accomplishment and significant contributions in terms of planned goals.
  • Manages multiple high profile and high-dollar projects within the project team(s). Manages, coordinates, and works with subject matter experts; directing work for timely project completion, tracking progress, and communication briefings across the FAS as needed.

The GS-14 salary range starts at $116,393 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized experience is defined as apply business methodologies to analyze and measure the effectiveness, efficiency and productivity of administrative or technical programs; overseeing workforce and other related studies, developing and implementing communications strategies and plans; facilitating stakeholder meetings; coordinating and analyzing findings and making recommendations on substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to improve organizational effectiveness and efficiency.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Mastery of services acquisition to plan and manage or review and recommend to top management approval of innovations (systems, operating positions, management philosophies) impacting critical agency systems or programs, typically impacting the government-wide acquisition workforce.
  • Expert knowledge of efficient and cost-effective approaches to integrate technology into the workplace in an effort to improve program and operational effectiveness and to develop strategies using new technology and operations improvement techniques to enhance decision making and business processes. Detailed understanding of the impact of technological change and operational improvements on an organization.
  • Expert analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  • Expert knowledge of project management principles through demonstrated application and execution of methods and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
