Major Duties: This is not an all-inclusive list

As a SUPV HR SPEC (MILITARY) (Title 32), GS-0201-9/11, you will:

  • Exercises supervisory personnel management responsibilities.
  • Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Identifies employee developmental needs and provides or arranges fort raining (formal and on-the-job) to maintain and improve job performance.
  • Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.
  • Applies EEO principles and requirements to all personnel management actions and decisions, and ensures all personnel are treated in a manner free of discrimination.
  • Directs all human resources activities and support services for the host Wing and all supported Airmen, including: Career Enhancements, Customer Service, Employments, Relocations, Personnel Systems Manager, Military Personnel and/or Readiness.
  • Develops local policy and procedures for all human resources services within the Wing and coordinates with State Headquarters in the development of policy and programs for the state.
  • Advises senior leadership within the organization and across the support Wing on all human resources matters impacting Airmen throughout the Wing.
  • Plans, directs, controls, and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members.
  • Plans, directs, and controls all aspects of the Customer Service Program.
  • Manages the Air Force Personnel Records System.
  • Provides assistance and information on active duty benefits for AGR members.
  • Plans, directs, and controls all aspects of the human resources employment program.
  • Develops wing readiness plans for the administration of contingencies and mobilizations.
  • Serves as advisor to wing/unit commanders on deployment programs.
  • Acts as liaison between Air Force Personnel Center, MAJCOM, and local units to ensure accurate and timely duty status accountability.
  • Serves as Classified Control Officer responsible for safeguarding and proper destruction of classified material IAW AF instructions, higher headquarters, and local guidance.
  • Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Military Rank: Enlisted MAX MILITARY GRADE E-8

  • National Guard Membership is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • May be required to successfully complete a probationary period.

  • Ability to establish effective profession working relationships with coworkers and customers, contribution to cooperative working environment and successful accomplish of the mission.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • May be required to work other than normal duty hours; comp-time or overtime may be required.
  • Work may potentially require the employee to be exposed to search and recovery operations indirect response to a military mishap or when providing support to Civil Authorities during an Incident Response as part of domestic operations.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:

  • Skilled in collecting and analyzing data effectively, efficiently, and accurately;
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings;
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE GS-9:
Have at least one year of specialized experiences as a GS-0201-07 or above? (must submit SF50)

OR posses at least 24 months of experience with the following human resources programs related to federal civilian or military personnel:
  • Have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee.
  • Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency.
  • Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments.
  • Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data.
  • Experienced in operating a computer and using varied computer programs.

SPECIALIZED EXPERIENCE GS-11:
Have 1 year experience as a GS-201-9 or above *Must submit SF50*

OR have at least 36 months of experience with the following human resources programs related to federal civilian or military personnel:
  • Experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description.
  • Knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement.
  • Have working knowledge of the Army and Air National Guard organizational structures; organizational and manpower standards; manpower resources; military grades; manpower data systems; peacetime and wartime manpower requirements and utilization; and, commercial services to include strategic sourcing.
  • Experienced in performing military personnel activations, deployments, and redeployments.
  • Knowledge of readiness status reports and their direct use by managers or commanders.
  • Competent in writing, designing, formatting, publishing, and presenting specific program assigned work to peers and immediate supervisors at workshops or special committee meetings.
  • Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian and military promotions.
  • Experienced in conducting reenlistments, assignment and reassignment actions, human resources development programs, education and training policy requirements, retraining procedures, or retirements.
  • Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs.
  • Competent in personnel plans, programs, and policies, and advised others on their implementation activities.
  • Skilled in applying program directives, policies, and training manuals. Knowledgeable on manpower resources and allocations in support of the Army and Air National Guard planning, programming, budgeting and implementing procedures.
  • Working knowledge in merit principles, prohibited practices, performance management, and productivity programs; and, experienced formulating process improvement, best practices, and performance techniques.
PLUS - have specialized experiences in career broadening human resources programs such as, leading, planning and scheduling work in a manner that promoted smooth flow and even distribution of assigned work requirements. The individual must have experiences that included guiding employees on human resources military and/or civilian program tasks. Experienced in conducting employee performance evaluations; mentoring junior officers, enlisted employees, and federal civilians; managing resources and budgets; and directing assigned work, or leading the employees on program tasks, inspections, exercises, deployments, and/or mobilizations. Experienced in effectively and efficiently planning and scheduling work. Experienced in leading people and human resources personnel activities that included directing and assigning tasks and projects. Experienced in structuring assignments to create viable procedures that resulted in measured and improved task processes. Experienced in creating and implementing improvements in mentoring programs and strategies, executing training applications and career development that resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Experienced in working within merit principles, equal employment, and affirmative action guidelines.

Education

EDUCATION REQUIREMENTS BY RANK:

Army National Guard and Air National Guard Officers: An undergraduate degree from an accredited college or university is mandatory. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

Army National Guard Warrant Officers: Must have a high school diploma or general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.

Army National Guard and Air National Guard Enlisted: Must have a high school diploma or a general education development (GED) diploma. An undergraduate degree from an accredited college/university is optimum.
