Summary

About the Position: Serves as Realty Specialist with assignments primarily focusing on Management and Disposal actions of Federal real property with In-leasing and Acquisition duties as assigned. Incumbent is responsible for planning, implementation and accomplishment of actions for civil works
real property including land, structures, crops, and natural resources covering a large geographic area located in one and/or two states (Oregon and Washington).

Duties

Help
  • Negotiate, prepare, and secure the execution of and distributes out-grants (leases, easements, and licenses).
  • Coordinate new grants and renewals with other District elements to secure all necessary clearance documents on real property for issuance of out-grants.
  • Furnish real estate data and technical advice to other elements of the District.
  • Coordinate disposal of land and real property interests throughout the district with other elements and external stakeholders.
  • Compose deeds or disposal instruments, conveying real property to transferees.
  • Schedule and coordinates participation with other functional specialists for compliance inspections.
  • Investigates suspected encroachments.
  • Resolve problems associated with unauthorized use or trespassing.
  • Assist in the preparation of real estate planning and acquisition documents for civil works projects.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience at the GS-09: One year of specialized experience which includes implementing real estate principles, concepts, and practices; plans and completes real estate transactions or related administrative work; or applies regulations and real estate law to grant interests (lease, easement, permits, licenses or other agreements) in land or facilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

OR

Education (GS-09): Completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Real Estate Law, Business, Development, and related Real Estate degrees.

OR

Combination of Education and Experience (GS-09): A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience (GS-11): A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.   • Management may select at any of the grade levels announced.
  • Noncompetitive promotion potential to target grade.
