Help

As an Human Resources Specialist (Employee Development), some of your typical work assignments may include:

  • Providing authoritative advice and counsel to the Chief, Employee Development Branch, other managers in the Division, as well as the Division Director, in employee development. Carries out assigned activities in policy and procedures development, management and administration, evaluation, and process improvement of the program(s) in employee development.
  • Performing a variety of operating and staff functions and provides expertise in employee development. As an experienced specialist, evaluates, develops, recommends and implements assigned portions of new and/or revised FERC operating policies, practices and procedures and may represent the Division and/or FERC in intra- and interagency meetings and conferences, as assigned.
  • Carrying out assigned projects in the research, analysis, formulation, development, writing, interpretation, coordination, and/or evaluation of human resources policy, plans, programs, and procedures for human resource development.
  • Performing a variety of other training and employee development functions, such as training needs assessments, providing advice on course availability, and procurement of employee development services, encompassing both established or customized courses and curricula. Performs assigned aspects of the development and administration of the Commission's Central Training curriculum and fund. Serves as a liaison between and among Commission offices in training matters, as necessary.
  • Providing Commission managers with advice and guidance on human resource development policy and procedures. Serves as an authority on employee training and development programs, policies, or practices when assigned as the training representative on ad hoc teams. Develops solutions to complicated problems, such as situations involving agreements, settlements, statutes, or succession development.

Qualifications

You must have one full year of specialized experience at or equivalent to the GS-11 level. Specialized experience is defined as: Managing and monitoring training budget, procuring employee development services, and providing leadership officials with advice and guidance on human resource development policy and procedures. Additionally, applicants must possess experience or aptitude in at least two of the following areas: evaluating program effectiveness; performing training needs assessments; and recommending and implementing technology solutions for training delivery.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
