Duties

Help

As a/an Information Technology Program Manager (PLCYPLN) (Program Management Office Manager), you will:

  • Oversee the continuous monitoring and reporting on the performance (health) of the portfolio for executive reporting; develop and apply Key Performance Indicators (KPIs) on cost, schedule, scope, organizational readiness, technical areas, and risks.
  • Ensure compliance with the Federal Information Technology Acquisition Reform Act (FITARA) and executes applicable Clinger-Cohen Act competencies.
  • Establish standardized and repeatable project management and Software Development Lifecycle (SDLC) best practices (e.g. in all phases, including planning, evaluation, design, development, implementation, usability, integration, testing, installation, and maintenance) and ensure the portfolio is following and meeting these standards.
  • Work closely with other program areas, customer agency CIO offices, and Treasury bureau offices to identify program requirements and processes which can be effectively improved by the application of program management and SDLC capabilities.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15: You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal service, public or other private sectors. Specialized experience for this position includes all of the following:
- Experience overseeing the implementation and on-going operation of an applications program management office, such as establishing metrics to measure program/project performance, monitoring resource utilization, and identifying strategic objects and alignment with the organization's needs, mission and vision; and
- Experience leading systems implementation/integration project (business requirements through implementation); and
- Experience managing a multi-product line portfolio of shared services IT investments by serving as the governance, program /project management expert and technical authority; and
- Experience and thorough understanding of the Project Management Lifecycle and Systems Development Lifecycle for successful customer delivery; and
- Experience using project management software tools and technologies such as Microsoft Project Professional, Microsoft Project Server, Agile Project management software tools such as Jira, and other Program/Portfolio Management SharePoint based tools to manage cross functional programs and projects using best practices.

In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:
