The Federal Law Enforcement Training Centers (FLETC) is looking for a talented Assistant Director (AD) and Financial Manager to exercise leadership and authority responsibility for the management of the Chief Financial Officer Directorate. This position reports to the Deputy Director and is located in Glynco, GA.

This position serves as the Assistant Director Chief Financial Officer responsible for providing direction, planning, management and coordination for the Finance Division, Budget Division, and Performance Measurement functions. The Assistant Director/CFO of FLETC has Component-level headquarters responsibility for the direction, control, and implementation of all financial and budget activities. The CFO leads the Component's use of financial and budgetary resources and advances achievement of the Component's mission by assisting senior management in identifying fiscal applications that add value while transforming or supporting program operations. This position serves as a liaison with other Federal departments and agencies and serves as a principal FLETC representative on interagency groups dealing with financial management. This position helps develop and maintain professional contact with FLETC Partner Organizations, Department of Homeland Security (DHS), and the Office of Management and Budget (OMB) and serves as the FLETC lead in appropriations-related matters with pertinent Congressional Committees and Members in coordination with the DHS Office of the Chief Financial Officer.

Responsibilities of the position include:

  • Providing executive direction and oversight to the Directorate through subordinate managers.
  • Ensuring financial, budgetary, and performance measurement goals and objectives are identified, developed, managed, and supported effectively and that FLETC and client expectations and program requirements are achieved.
  • Providing leadership in matters related to sustaining and evaluating FLETC's mission, development of long-range support plans, and executive policy formulation.
  • Directing creation of programs based on the mission and long-range training plans to evaluate effectiveness and ensure adequate support of financial operations. 
  • Providing executive leadership for all financial management activities and the oversight of financial management systems, including internal controls and program performance measures; for all matters relating to FLETC budget planning, formulation, presentation, execution, and reporting; for the implementation, upgrading, and enhancement of automated financial management systems that improve the delivery of financial management services to all customers and conform to OMB and Department established guidance.
  • Reviewing and approving all FLETC financial statements and budget documents prior for submission to external parties.
  • Overseeing the performance management process and Government Performance and Results Act compliance by providing FLETC management officials with a means to systematically articulate priorities, develop and implement strategies to achieve them, and integrate financial information into document accomplishments.
  • Managing the competitive sourcing program, ensuring appropriate integration with the strategic planning process; and for designing and administering the performance outcome measurement process used to evaluate and validate the results of planning efforts and fiscal expenditures. 
  • Determining primary focus and cultivating research to design effective and efficient systems and services capable of meeting current and future requirements.
  • Overseeing directorate, division, and branch management operations to ensure adequacy, quality, and relevancy of existing, new, and projected programs.
  • Ensuring specific objectives are established for current and prospective financial programs.
  • Making conclusive decisions on means of substantially reducing operating costs without detriment to major programs; justifying expenditures for major equipment, facilities, and the like; implementing control measures on provision of data to management; re-delegating authorities as deemed appropriate and necessary; determining initiation or curtailment of programs; allocating resources to particular projects; determining changes of emphasis in major programs; and directing the work efforts of a large staff, reviewing formal grievances, making selections of and disciplining subordinates, and resolving differences between subordinates.
  • The CFO exercises budgetary, human resources management, and general resource management responsibilities for the Directorate.

As a basic requirement for entry into the SES, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. You must clearly show that you possess the competencies to perform the duties of an executive. EXECUTIVE CORE QUALIFICATIONS (ECQ): You must submit a narrative statement covering each of the ECQs listed below unless you: 1) are a current or former SES career appointee or 2) have successfully completed an SES Candidate Development Program approved by OPM and been certified by OPM.

When responding to the ECQs and the MTQs, you must clearly show that you possess the experience and competencies to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and the MTQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives, and level of contacts. You are required to respond to all ECQs and you must address each ECQ separately. If you fail to do so, you will be rated as ineligible. You should limit your narrative written statements to one page per ECQ and no more than five pages total.

MANDATORY TECHNICAL QUALIFICATIONS (MTQ): To be considered for this position, ALL applicants MUST submit written statements (narrative format) of accomplishments that would satisfy each of the MTQs. You are required to respond to all MTQs and you must address each MTQ separately. If you fail to address each MTQ, you will be rated as ineligible. Please limit your written narrative statements to no more than one page for each MTQ and no more than three pages total.    

MTQ 1 - Demonstrated experience in (1) managing the planning, formulation, justification, presentation, execution and review of financial management programs and operations of multiple, geographically dispersed activities and (2) directing the development of financial management policies and program initiatives that positively contribute to the accomplishment of the organization's mission and priorities.

MTQ 2 - Demonstrated experience as a technical authority and expert advisor to senior leadership regarding budgetary, financial and audit policies, laws and regulations including Office of Management and Budget (OMB) and General Accountability Office (GAO) statues, regulations, policies, procedures, and instruction; the Chief Financial Officer's Act; the Government Performance and Results Act, and other legislation, regulations, and applicable laws.

MTQ 3 - Experience which demonstrates the ability to promote teamwork and collaboration among senior leaders in solving urgent and long-term financial problems involving complex or sensitive issues, major conflicts in opinion, important policies, and other management concerns that impact nationwide or agency-wide operations.

FAILURE TO ADDRESS BOTH ECQs and MTQs WILL RESULT IN DISQUALIFICATION FOR THIS POSITION. Exception: Current or former career SES members and SES Candidate Development Program graduates may address only the MTQs.

This position is emergency essential and required to sustain FLETC’s operations in the event of a localized situation, such as inclement weather, interruptions to power, or dismissal or closure of DHS operations or services.

This position participates in FLETC’s Continuity of Operations Program. Responsible for ensuring little or no disruption to FLETC’s Mission Essential or Primary Mission Essential Functions in the event of an emergency.

This is an SES position and requires a signed mobility agreement to relocate as necessary.
