Duties

Help

- Independently applies skilled methods, techniques, and advanced shop mathematics to construct, install, repair, and modify a wide variety of structures. Works on projects such as building frames, rafters, concrete forms, walls, staircases, door and window frames, interior and exterior trim, and other miscellaneous items. Plans and completes work from initial layout to final assembly by interpreting and applying complex building plans, specifications, blueprints, sketches, and other guides and codes. Applies a full range of carpentry methods in accomplishing complex tasks requiring construction of irregular sizes, shapes, and angles with precise fits and accurate dimensions. Selects the appropriate tools, equipment, and materials needed at the worksite and determines how or which repairs need to be made.

- Repairs all types of roofing consisting of asphalt, all types of tile, slate roll roofing, felts, and shingles. Removes and replaces sections of old, damaged, rotted, or deteriorated roofs. Repairs leaks in roofs and installs new roofing as required, including flashing and other roofing accessories. Operates asphalt kettle to heat asphalt to proper working temperature. Uses hoist for raising asphalt and roofing materials to roof level.

- Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean environment. Uses and assures proper fit of required safety equipment and clothing.

- Uses and maintains tools. May use tools and equipment such as plumb lines, chalk lines, levels, dividers, calipers, marking gauges, framing squares, jointers, shapers, tenoners, routers, and lathes as well as common hand and power tools to do the work. Uses roofing mop and rake to spread asphalt and topping material.

- Maintains records and documents actions.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the 4607 - Carpentry. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is is the ability to do the work of the assigned position without more than normal supervision

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of carpentry methods and techniques; and of precision carpentry equipment.
2. Knowledge of safety regulations, practices, and procedures.
3. Knowledge of the methods and procedures involved in the installation of new roofing materials and the repair of leaky roofing.
4. Knowledge of advanced shop mathematics to plan, compute, and lay out more complex and exact projects; and of regulations, procedures, and policies related to records maintenance and documentation.
5. Skill in using, setting-up, operating, and maintaining a variety of woodworking power and hand tools and equipment; and in constructing, installing, repairing, and modifying wood structures; and in interpreting complex instructions, sketches, blueprints, and building codes.
6. Ability to produce finished products with precise fits, accurate dimensions, and acceptable appearance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Physical Effort
Uses hand and power tools and equipment that may require standing and holding tools in uncomfortable positions for extended periods. The work requires considerable bending, kneeling, and stooping. On-site work typically requires crawling, climbing on ladders, scaffolds, and rooftops. Strenuous physical exertion is sometimes required when handling heavy and bulky materials such as sheets of plywood and other construction materials. May lift and move materials up to 40 pounds, unassisted, and occasionally lift or move heavier items with the assistance of lifting devices or other workers.

Working Conditions
Works in shops and at job sites. In shops, is exposed to moderate or high noise levels from operating machinery, sawdust in the air, glue fumes, and hazards associated with woodworking and related power equipment. At job sites, may be exposed to weather conditions and hazards of working on and around scaffolds and ladders and are subject to cuts, bruises, contusions, and burns from hot asphalt. May work in confined areas such as crawl spaces and attics which may be dusty and dirty. Uses protective devices such as ear plugs, safety glasses, respirators, and gloves.
