• Develop and recommend resolution of enforcement actions.
• Develop procedures to implement directives from higher authority, manages, and evaluates transportation program activities throughout the state.
• Meet with customers, including DOT and the Federal Highway Administration (FHA), to identify customers needs and priorities to better manage customer expectations and regulatory resource needs.
• Advise lower-grade employees on procedural aspects of the regulatory program, including but not limited to the preparation of public notices, letters, EAs, and correspondence.
• Review and coordinate work prepared in either draft or final form by lower grade employees, for technical accuracy and adherence to policy.
• Recommend and coordinate production goals, priorities, and major work schedules with the appropriate supervisor(s) and provides to the Regulatory Office Chief for approval.
• Monitor resource needs and provides feedback to Regulatory Office Chief for budget and manpower forecasting.
• Provide advice and technical assistance to lower grade employees on technical aspects of determining jurisdiction, evaluating impacts to waters of the United States, and documenting decisions.
• Evaluate Department of the Army (DA) permit applications for transportation projects to include activities in water and/or navigable waters of the United States within regulatory authority of Clean Water Act and Rivers and Harbors Act of 1899.
• Prepare environmental assessments, statement of findings, decision documents, and detailed field-based site evaluations to establish baseline environmental conditions.
• Assist in the management of the District regulatory program through the development, administration, and implementation of programmatic initiatives and requirements related to transportation projects
• Serve as the Regulatory Division representative on groups and task forces to complete assignments related to special regulatory initiatives directed toward effective and efficient application of the regulatory program.
• Monitor compliance with permits issued for transportation projects in Tennessee.

Conditions of employment

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
• Must be able to obtain and maintain a valid driver’s license.
• Work is performed in an office and field setting. Field visits involve regular and recurrent exposure to adverse weather conditions or situations in which one is exposed to heavy earth moving equipment or unimproved roads that must be traversed.
• Such work environments may also involve exposure to unfavorable conditions such as dangerous chemicals, noise, fumes, and contaminated water and require the use of protective equipment such as hard hats, protective shoes, etc.
• This position requires Temporary Duty Travel (TDY) up to 40% of the duty time.
• This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

EDUCATION REQUIREMENTS - BIOLOGIST-401
A degree in biological sciences, agriculture, natural resource management, chemistry, or a related discipline. (Note: You must attach a copy of your transcripts.)
OR
A combination of education, with courses equivalent to a major as shown above, plus appropriate experience or additional education. (Note: You must attach a copy of your transcripts.)

PHYSICAL SCIENTIST-1301
A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. (Note: You must attach a copy of your transcripts.)
OR
A combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience, or additional education.

GEOGRAPHER - 0150
A degree in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR
A combination of education and experience - education equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education

In addition to meeting the basic requirement above and in the education section, to qualify for this position you must also meet the qualification requirements listed below:

To qualify at the GS-13 grade level, you must have:
Specialized Experience: One year of specialized experience which includes working with environmental principles, regulations, policies, procedures, laws, and techniques to critically evaluate non-routine Section 404 Clean Water Act and Section 10 of the Rivers and Harbors Act permit applications for compliance with legal standards; Identifying, interpreting, and evaluating complex regulatory factors and related environmental, cultural, and social conditions to prepare or evaluate the adequacy of environmental documentation or similar analyses (such as those conducted under the National Environmental Policy Act, Section 404(b)(1) Guidelines, Endangered Species Act, and National Historic Preservation Act); evaluating permit compliance and conduct non-routine investigations/ field work related to regulatory permits; developing, implementing, evaluating, and improving processes and procedures to monitor productivity of the regulatory program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
