Duties

Help

The Director of the Governance and Strategy for Information Management, Data, and IT Programs Division provides leadership and direction and plans the design, development and administration of the NRC's enterprise and data architecture; data and information technology (IT) governance objectives; information management (IM) programs including, records management, Freedom of Information Act (FOIA), information collections, and library services. Provides support to NRC through leadership, governance, policy setting, advisory services, and collaborative outreach to optimize enterprise data and information assets.  The Division is responsible for ensuring data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the agency. Provides agency-level liaison with external entities on mutual data and IT governance and IM programs.  Provides authoritative advice and counsel to the Chairman, Commission, and other senior officials on records management and FOIA consistent with applicable laws and guidance from National Archives and Records Agency (NARA) and the Department of Justice. Serves as the agency Chief Data Officer. Serves as the Senior Agency Official for Records Management.  

Specifically, the Division is responsible for:

  • developing and managing the agency’s data and IT governance framework to ensure IT and data strategic alignment, IT and data resource management, risk management, performance measurement, and IT and data value delivery.
  • guiding the development of data and IT enterprise architecture principles and standards for the agency.
  • overseeing development and implementation of the agency's Data and IT Strategy, Cloud Strategy and FinOps program.
  • managing the agency’s data and IT intake process and Digital Services Center.
  • ensuring IM policy, standards, and governance are developed and followed based on applicable laws and regulations and, when appropriate, industry best practices.
  • managing the agency-wide records program and records lifecycle management and develops a structured framework for classifying and organizing NRC information.
  • managing a centralized system for the electronic search and retrieval of internal and external agency documents, including overseeing the Public Document Room, the Agency-wide Documents Access and Management System (ADAMS) Support Center, the Technical Library, and the File Center.
  • Implementing the agency’s FOIA program.

Use one to two examples of relevant experience for each ECQ. The number of examples is not as important as ensuring that your experience matches the ECQ criteria.

Challenge - Describe a specific problem or goal.

Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).

Action - Discuss the specific actions you took to address a challenge.

Result - Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.

Each accomplishment should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments (e.g., Led the development and implementation of….) and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised; size of budget managed; amount of money saved, etc.). PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs)

PTQ 1 - Broad knowledge of Information Technology (IT), data and information management (IM) programs and policies sufficient to develop, implement, and lead strategic, operational and business processes that enable effective governance of IT, IM, and data programs.   

PTQ 2- Broad knowledge of Federal IT, data and IM laws, regulations, policies, and practices, including the Evidence Act, FOIA, FITARA, the Privacy Act and other government information disclosure policies, and the regulations and processes of the Office of Management and Budget and the National Archives and Records Administration related to the retention, disposition, and archiving of Federal records.

PTQ 3 - Broad knowledge of the application of IT to the management of data and IM functions, including structured and unstructured data lifecycle, full-text, workflow, records management, document search and retrieval, Web management, and document imaging hardware, software, and systems.

When NRC determines that, in the absence of such an incentive, it will be difficult to fill the position with a suitable candidate, NRC may offer a relocation incentive to a current Federal employee who is required to geographically move.

Veteran’s Preference does not apply to SES.

Salary for SES positions varies depending on qualifications and the responsibilities of the position.

Selected candidate will be subject to a one-year probationary period in SES unless required probationary period has been served.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a section 145(b) waiver under the Atomic Energy Act. To be eligible for a 145(b) waiver you need favorable education verification, and reference, credit, and criminal history checks. If a waiver is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use. The individual selected for this position will be subject to pre-appointment drug testing unless currently in an NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the quality and extent of your total accomplishments, experience, and education as they relate to the qualifications for this position.  Your application will be evaluated by a rating panel, and highly qualified candidates may be invited to participate in an interview and undergo reference checks.  The NRC Executive Resources Board (ERB) will review results and make recommendations to the selecting official and appointing authority. 

Unless you have been already certified by an Office of Personnel Management Qualifications Review Board (QRB) in the past, your Executive Core Qualifications must be certified by a QRB before appointment can occur.
