Duties

Help
  • Leads multi-functional Program Support Team including, but not limited to, Engineers, Quality Assurance Specialists, Industrial Specialists, Software Specialists and Contracting personnel.
  • Represents the Contact Management Office (CMO) as the single point of contact to the Buying Command for complex complete major weapons systems, defined as Major Defense Acquisition Programs.
  • Collects, analyzes, synthesizes, and synopsizes functional specialist inputs; provides an integrated DCMA assessment of the contractor's program performance as well as a forecast for future programmatic efforts.
  • Requires frequent contact with the Buying Command Program Manager and technical staff in order to resolve unprecedented and/or controversial issues; is engaged at all critical phases of the program life-cycle.
  • Serves as principal civilian technical advisor to the CMO Commander on matters relating to management of the program.
  • Provides expert technical and programmatic advice and direction to Supporting Program Integrators at other CMOs.

Qualifications

To qualify for a Program Manager (Integrator), your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade, time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Organizing and leading professionals in surveilling contractors performing major defense acquisition for weapon systems
  • Applying engineering development, production, and quality management
  • Analyzing program performance, operations, and risks to recommend improvement
  • Creating performance measures to analyze cost, schedule, and technical performance

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
