Help

  • Coordination of river related planning/analysis/strategies within NPS units (superintendents, resource staff, and regional leadership and with external partners (BOR, USFWS, tribes, states) and represents NPS at external meetings.
  • Coordinates data-gathering, research, and synthesis and analysis of the impacts of water in rivers and reservoirs on resources (fisheries, wildlife, vegetation, sediment, and hydrology, recreation) and makes technical recommendations to higher graded staff.
  • Develops/prepares park aquatic/riverine resource plans, performs data gathering, research, and synthesis/analysis for fisheries, wildlife, vegetation, sediment, and hydrology, and fieldwork/surveys and research/analysis/modeling using computer programs for analysis and reporting.
  • Assists in the preparation and review of environmental compliance (National Environmental Protection Act (NEPA) documents, National Historic Preservation Act (NHPA) section 106, Endangered Species Act (ESA) section 7) and tribal 106 consultations.
  • Assists with work plans, scheduling, tracking funds, filing records, processing/tracking agreements, acquiring field/office equipment/supplies, operating motorized vehicles and may supervise seasonals/volunteers less than 25% of the time.

Time-in-grade requirements must be met by the closing date of this announcement.
  • You may be required to operate a government (or private) motor vehicle as part of your official duties. Prior to your first official motor vehicle operation, and again every year thereafter (or more frequently if management determines such need exists), you will be required to sign an affidavit certifying to your possession of a valid State issued driver's license that is current and has not been revoked, suspended, canceled, or otherwise disqualified in any way to prohibit your operation of a motor vehicle. You will also submit a photocopy of your valid State issued driver's license prior to your first official motor vehicle operation, and again every year, or more frequently if management determines such need exists. Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. Please indicate in your application whether you possess a valid State driver's license.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home up to 3 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

All qualifications must be met by the closing date of this announcement-09/27/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

BASIC QUALIFICATIONS for the 0401 series:
Have successfully completed a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to this position.
OR
Have a combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to biology; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above.

SPECIALIZED EXPERIENCE AND/OR EDUCATION Requirements for GS-11:
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: Possessat least one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is independently 1) analysis, review and writing related to river and reservoir issues including: water quality, native and non-native fish populations, aquatic macroinvertebrates, vegetation, and hydrology, 2) reviewing and preparing parts of NEPA and USFWS/Endangered Species Act compliance documents, 3) participating in section 106 tribal consultations or document preparation, 4) conducting fieldwork for non-native fish treatment/response chemical or mechanical work, 5), performing administrative and program work relating to biological, hydrological or invasive management budgets and agreements

EDUCATION: H
ave successfully completed three years of progressively higher level graduate education leading to a PhD or equivalent graduate degree in an accredited educational institution concentrated in a field that is directly related to the work of this position, such as in biological sciences, hydrologist, agriculture, natural resource management, or related disciplines appropriate to this position.

Have an equivalent combination of such education and experience. For example, I have six months of the specialized experience equivalent to GS-09 (50 percent of the experience requirement) and 45 semester hours or 68 quarter hours of appropriate directly related graduate education (50 percent of the education requirement).

You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

Working Conditions: Work is performed both indoors and outdoors in all types of weather. Assignments may be performed in potentially hazardous areas including steep slopes, rocky terrain, volcanoes, caves, firelines, arctic environments, swamps, deserts, and forests. Flying in fixed-wing aircraft and helicopters is possible.
