About the Position: In this position, you will work under the general supervision of the Chief, Vicksburg Contracting Office and you will serve as the Government Purchase Card Program Manager for the Vicksburg District.
Provide technical direction and general contracting procedures regarding regulations and techniques concerned with the use and expenditures of public funds.
Develop local policy.
Provide procurement service to the Contracting Division.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This position may require occasional travel.
This position may require a 1-year probationary period.
The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.
Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience:
One year of specialized experience which includes:
1.) Coordinate new policies or procedures regarding a government purchase card;
2.) Review purchasing procedures to determine whether procedures used are adequate under the government purchase card program;
3.) Maintain accurate training records for cardholders.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. [remove LL.M., if unrelated] with a major course of study in business administration, accounting, law, marketing, statistics, production management, industrial management, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. NOTE: Your education may be substituted in lieu of specialized experience if you possess one of the following: 1) A Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended;
OR
2) A combination of experience and education: Less than one year of specialized experience as described above, and more than two years but less than three years of progressively higher level graduate education as described in 1) above. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
