This position is located at a Navy Region Southwest (NRSW} installation Fleet and Family Support Center (FFSC) at Naval Support Activity Monterey. This position is to provide a wide range of support and assistance that is in direct support of programs, administrative and management functions within the FFSC.

Program Support

Collects, maintains and inputs data; reviews and verifies data for accuracy to compile and distribute into routine and emergent reports for management and program analysis to improve program functionality. Consolidates and finalizes information for various reports in accordance with with established procedures. Reports are used in developing metrics to determine program needs and achievement of meeting program goals. Uses multiple computer software, management information systems and web-based programs with varied functions to input data that produce a wide range of documents and reports that often require complex formats, such as graphics or tables within text, editing and reformatting electronic drafts, and updating or revising existing databases or spreadsheets.

Develops, establishes, updates, and maintains office administrative procedures, records and systems of various types to ensure an efficient and effective operation of the site. Maintains a library of current and historical data, statistics, instructions, reports, etc. that is used by the FFSC staff for preparing program metrics. Provides advice and guidance to FFSC staff on solving problems to which existing guidelines, instructions and systems for administrative, clerical, and procedural requirements can be applied. Develops and maintains trackers or suspense files for unclassified document control as required. Establishes, maintains, purges and disposes of files and records in accordance with established regulations and procedures.

Seeks out and maintains an updated and detailed information database of programs, services and activities available on the installation and in the local community (including both State and Federal) that support and enrich the quality of life for individuals and families.

Based on knowledge of substantive programs of the organization, gathers and summarizes information from system files and documents for supervisor's and staff use in responding to inquiries, recognizing which information is and is not relevant for the issue at hand.

Provides logistical support to staff regarding workshops, conferences and briefings (i.e. arranges Iocation, equipment and setup). Maintains listings and rosters of classes, workshops and services offered by the sire. Schedules appointments and meetings without prior approval in accordance with policies and priorities, and coordinates with the staff as necessary.

Prepares a wide variety of technical recurring and nonrecurring correspondence, reports, and other documents ensuring proper format, syntax structurer, grammar, timely completion and distribution. Also composes correspondence and other materials of a non-technical nature and reviews and finalizes outgoing correspondence prepared by others for procedural and grammatical accuracy. Reviews and processes incoming and outgoing correspondence, materials, publications, regulations, and directives.

Makes travel arrangements, such as scheduling. transportation, making reservations, and preparing travel orders and vouchers, based on general travel intentions, known preferences of traveler, and in accordance with appropriate travel regulations and within the Defense Travel System (DTS). Prepares, consolidates, submits, and maintains time and attendance records in accordance with established procedures.

Responsible for APF and NAP property inventory and supplies.

Maybe appointed as a government purchase cardholder.

Customer Service

Receives telephone calls and visitors; and based upon knowledge of the organization's programs and functions and operations, directs customer to appropriate staff or organizations for assistance. Personally answers substantive requests for information, which can be provided based on information from records and files or personal knowledge of services available. Locates and selects appropriate references and procedures for application to specific questions, Provides customers with assistance in completing any paperwork, including selection of appropriate package for a Family Advocacy Program client and follows up on requests for information. Maintains detailed records regarding feedback received in order to evaluate the effectiveness of referrals and assistance provided. Must be able to instantly assess and respond appropriately and conscientiously to crisis situations to include family violence., suicide risk and individual crisis situations, and is able to make knowledgeable and accurate judgement in providing hands-on assistance or additional self-help resources.

Qualifications

  • Knowledge of the mission, functions, policies, regulations, procedures, and reporting requirement governing the programs of the FFSC or a minimum of 2 years" experience providing effective customer service in a social service setting that demonstrates the ability to accurately assess crisis situations, make appropriate referrals and handle a high volume of requests.
  • Knowledge of the duties, priorities, commitments, policies, and program goals of the organization sufficient to perform non-routine assignments.
  • Knowledge of the military lifestyle, the unique challenges faced by service members/families and the array of services available to address these issues.
  • Knowledge of the field of human services including military, Federal, State and community social service agencies or organizations and their human service programs, services, policies, practices and interrelationships with the military, as applicable.
  • Ability to communicate, orally and in writing in order to establish and maintain effective relationships with all levels of management, staff and customers.
  • Skill in communicating with customers to obtain factual information and explain regulations and agency procedures and other organizations involved.
  • Knowledge of fact-finding techniques and ability to gather and assemble a variety of data for reports and metrics.
  • Proficiency in grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondence and reports.
  • Knowledge of extensive rules, procedures, operations, functions and commitments applied to administrative assignments to screen calls and visitors; maintain multiple calendars; prepare, review and edit documents; locate and assemble information for various reports; maintain files/records, and to plan and prepare travel arrangements.
  • Knowledge of and the ability to utilize various software programs (word processing, spreadsheet, database, presentation software, etc.) to produce a wide range of documents that often require complex formats, such as graphics or tables within text, to edit and reformat electronic drafts, and to update and revise existing databases or spreadsheets.
  • Knowledge of the nature and capability of different software packages and the integration compatibilities among different software types.
  • Experience handling a budget and skill in basic accounting in order to handle detailed financial logs and track expenditures.
  • Knowledge of common business practices and with respect to sales, prices, discounts, deliveries and shipment methods.
  • Ability to handle multiple and varied requests and work well under pressure.
