The Director, Material Measurement Laboratory (MML) is primarily responsible for managing and directing the research and measurement service programs of the MML.
The Director Material Measurement Laboratory serves as primary point of contact for MML research, services and programs with customers and stakeholders and is responsible for the programmatic and operational direction of the MML. Specific responsibilities include:
Ensuring mission related services are provided in a reliable and consistent manner to customers and stakeholders.
Leading the employees of the Laboratory to anticipate and respond to the needs of National Institute of Standards and Technology (NIST), the Department of Commerce and the Nation.
Serving as the primary point of contact for NIST and the Department on matters related to chemical, biological, and materials metrology.
Directing the fundamental research, applied research and technology-related activities of the laboratory.
Overseeing the Standard Reference Materials and Standard Reference Data programs for NIST.
Creating a work environment that is safe, inclusive, and supportive, one where staff thrive.
Assessing and reviewing the merits of scientific and technical work for mission-based services.
Developing and implementing techniques to be used for judging the value of research and measurement service programs within MML as they relate to national needs, economic growth, and service to the scientific and technological community; and
Developing and implementing new aspects of the MML mission, including developing new programs and partnerships.
Establishing and maintaining collaborative relationships with the Department within the scope of responsibilities.
Representing the Director and the Institute with senior Administration officials, Congress, other Federal agencies, industry leaders, the international metrology community, and other national and international organizations on matters affecting the MML.
Carrying out other assignments and managing special programs as assigned by the NIST Director and/or Associate Director for Laboratory Programs.
Public Financial Disclosure (SF-278) filing within 30 days is required.

Qualifications
Eligibility for this position will be based upon a clear showing that the applicant has had experience of the scope and quality sufficient to effectively carry out the duties and assignments of the position.
As a basic requirement for entry into the SES, applicants must provide evidence of leadership experience that is indicative of senior executive level managerial capability and directly related to the experience outlined under the Executive Core Qualifications (ECQs) and the Professional/Technical Qualifications (PTQs).
To meet the minimum qualifications of this position, you must possess all of ECQs and PTQs. Applicants must also meet the OPM Individual Occupational Requirement(s) for this position.
Basic Requirements:
1. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
2. Combination of education and experience: education equivalent to one of the majors shown in 1. above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically. (Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)
PROFESSIONAL TECHNICAL QUALIFICATIONS (PTQs):
PTQ 1 - Demonstrated experience providing authoritative direction and management of a scientific and engineering laboratory-based program of significant size, resources, scope, and complexity.
PTQ 2 - Demonstrated experience achieving operational results by identifying and evaluating solutions to address complex or unexpected technical and/or organizational challenges.
PTQ 3 - Demonstrated experience and expert level knowledge in chemical, biological or physical characterization of materials as evidenced by technical experience, scientific publications and presentations, leadership positions in the field, and/or substantial participation and recognition in the national and/or international measurement science and standards community.
The above qualifications would typically be acquired through education, senior level experience, and training which reflect progressive development and achievement in leading and managing a comprehensive program in a complex organization. An individual's total experience must demonstrate the ability to perform the duties of the position. Mobility: Individuals selected for Senior Executive Service positions may be subject to reassignment across geographical, organizational, and functional lines.
