Major Duties: This is not an all-inclusive list

As a SUPERVISOR LOGISTICS MANAGEMENT SPECIALIST (TEMP) (Title 5), GS-0346-13, you will:

  • Plans, organizes, and oversees the activities of the USPFO Logistics Division.
  • Establishes, revises, or reviews policies, procedures, mission objectives, andorganization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
  • Plans work for accomplishment by subordinate units, sets and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.
  • Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines.
  • Establishes metric and analysis systems for units managed to assess efficiency,effectiveness, and compliance with regulatory procedures.
  • Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs.
  • Accepts, amends, or rejects work of subordinate supervisors.
  • Exercises supervisory personnel management responsibilities.
  • Directs, coordinates, and oversees work through subordinate supervisors.
  • Advises staff regarding policies, procedures, and directives of higher level management or headquarters.
  • Explains performance expectations to subordinate supervisors and employees directly supervised and provides regular feedback on strengths and weaknesses.
  • Appraises performance of subordinate supervisors and other employees directly supervised and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors.
  • Reviews developmental needs of subordinate supervisors and non-supervisory employees and makes decisions on non-routine, costly or controversial training needs and/or requests for unit employees.
  • Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation ofemployees with EEO office officials.
  • Demonstrates mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices.
  • Plans for significantly new and far reaching logistics program requirements such as new equipment fielding, mobilization, de-mobilization, new logistics Standard Army Management Information Systems (STAMIS), and Home Land Defense/Defense Support to Civil Authorities (HLD/DSCA).
  • Formulates and approves operating procedures necessary to support the USP&FO and the requirements of supported units and activities.
  • Ensures the USP&FO responsibilities for the receipting and accounting of property are met, to include accountability of mobilized assets for CONUS and OCONUS missions.
  • Advises the USP&FO and Command Staff on installation logistics, transportation, and supply readiness status of units.
  • Resolves policyissues at NGB and the State level of the organization where the complexity is such where other employees have been unable to develop solutions.
  • Conducts and develops long range plans and participates with other agencies (Dept of the Army, Dept of Air Force, Installation Management Agency, Northern Command, Federal Emergency Management Agency,other states' United States Property and Fiscal Officers, Department of State, Department of Homeland Defense and other applicablestate and federal agencies) to determine sufficiency of current logistics support systems and facilities to meet future organizationaland mission requirements.
  • Evaluates the effects of new programs on funding requirements and directs thepreparation of justification for budget revisions.
  • Reviews FLIPLs and makes recommendations for required USPFO review concurrence or non-concurrence.
  • Determines installation (State) requirements for accomplishing the handling of unusual requests, receipt, storage and disposition of large shipments, large items, hazardous cargo, precious metals, material recycling, and hazardous waste disposal.
  • Coordinates with USP&FO and applicable staff, major subordinate state commands, Major Commands, National Inventory Control Points (NICPs), NGB,DA, DLA, DRMS, AMC and other activities.
  • Attends conferences, workshops and meetings on matters of policy and procedures.
  • Performs other duties as assigned.

Qualifications

Minimum Requirements:
Have experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

Specialized Experience:
Have at least 1 year GS-0346-12? *Must submit SF50 to validate claim*

OR have at least 36 months of experience identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. And experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
